Qualifications

  • Excellent written and verbal communication skills.

Responsibilities

  • Administer prime contracts, task orders, subcontracts throughout the contract lifecycle.
  • Review and negotiate contractual terms and conditions.

  • Monitor obligations, deliverables, funding, ceilings, and performance periods.
  • Maintain audit-ready contract files and electronic records.

Position Summary

IB3 Global Solutions is seeking an experienced Contracts Administrator to manage the full lifecycle of federal contracts from proposal support through contract closeout. This individual will serve as a trusted business partner to program managers, business development, finance, executive leadership, and government customers to ensure contractual compliance while supporting the company's strategic growth.

The successful candidate will possess strong knowledge of federal acquisition regulations, government contracting practices, and contract administration in a fast-paced, high-growth government services environment.

Salary Range: $115,000 - $125,000/year

Essential Job Functions & Duties

Contract Administration

  • Administer prime contracts, task orders, subcontracts, and consulting agreements throughout the contract lifecycle.
  • Review and negotiate contractual terms and conditions.
  • Prepare and process contract modifications, option exercises, funding modifications, period-of-performance extensions, novation documentation, and name-change documentation.
  • Monitor contractual obligations, deliverables, funding, ceilings, and periods of performance.
  • Maintain accurate and audit-ready contract files and electronic records.

Proposal and Capture Support

  • Review solicitations and requests for proposal and identify contractual risks, compliance requirements, and required representations and certifications.
  • Support proposal teams with organizational conflict of interest reviews, teaming agreements, non-disclosure agreements, subcontractor agreements, and contract data requirements.
  • Participate in proposal color-team reviews and support negotiations through award.

Compliance

  • Ensure compliance with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Department of Energy Acquisition Regulation, and other agency-specific requirements.
  • Support DCAA and DCMA audit readiness and maintain compliance with company policies and internal controls.
  • Assist with Contractor Purchasing System Review readiness, subcontract documentation, and required flow-down clauses.

Customer Interface

  • Serve as a primary contractual point of contact for government contracting officers, prime contractors, and subcontract administrators.
  • Prepare and coordinate contractual correspondence and support contract negotiations.
  • Participate in kickoff meetings, post-award conferences, and periodic contract reviews.

Internal Collaboration

  • Partner closely with program management, business development, finance, pricing, human resources, and executive leadership to ensure contractual requirements are understood, communicated, and executed.

Contract Closeout

  • Coordinate contract and subcontract closeout activities.
  • Verify completion of deliverables and final invoicing.
  • Resolve outstanding contractual issues and archive required documentation.

Minimum Qualifications

  • Five (5) or more years of federal government contracts administration experience.
  • Strong working knowledge of the FAR, DFARS, cost-reimbursement contracts, time-and-materials contracts, firm-fixed-price contracts, indefinite-delivery/indefinite-quantity contracts, blanket purchase agreements, and task orders.
  • Experience supporting Department of War, Department of Energy, National Nuclear Security Administration, Department of Homeland Security, or National Laboratory contracts.
  • Experience with Deltek Costpoint.
  • Excellent written and verbal communication skills.
  • Strong organizational skills, sound judgment, and exceptional attention to detail.
  • Ability to independently prioritize and administer multiple contracts and deadlines.

Education & Certification(s) Required

  • Bachelor's degree in business, contracts, finance, legal studies, public administration, or a related discipline. An additional five (5) years for a total of ten (10) years of federal government contracts administration experience will be considered in lieu of a degree.

Desired Qualifications

  • NCMA Certified Federal Contracts Manager or Certified Professional Contracts Manager certification.
  • Experience with Costpoint Purchasing, Subcontracts, and Capture and Contracts modules.
  • Experience administering a GSA Multiple Award Schedule contract.
  • Familiarity with export controls, small business subcontracting, organizational conflict of interest mitigation plans, security requirements, and classified contracting.
  • Active Secret or DOE Q clearance, or the ability to obtain and maintain a security clearance.

Working Conditions

  • This position offers flexible work-location options and may be performed remotely from an approved U.S. location, in a hybrid arrangement—preferably in the Washington, DC metropolitan area—or on-site at IB3 Global Solutions in Oak Ridge, Tennessee.
  • This a full-time, salaried roll with an expected 40-hour work week.
  • Up to 10% travel may be required. Occasional travel to customer sites, conferences, or IB3 offices may be necessary.
  • Regularly performs work in a stationary position and operates a computer and other standard office equipment for extended periods.
  • Regularly communicates and exchanges information with colleagues, clients, and other stakeholders in person and through electronic means.
  • Occasionally moves about the work environment to access equipment, files, and other work materials.
