The City of Charlotte is seeking a Contracting & Procurement Director to lead procurement and purchasing operations. This role focuses on executing strategies that align with the City’s business objectives, while ensuring compliance, enhancing efficiency, and developing the procurement team. Ideal candidates will have a Bachelor's degree in supply chain management and 10 years of experience in procurement or supply chain management.

SUMMARY

Develop and execute procurement strategies aligned with business objectives, including cost reduction, quality improvement, and risk mitigation.
Identify and implement process improvements to enhance efficiency, reduce costs, and improve overall procurement performance.
Identifies, evaluates, and develops programs to increase sourcing from, and contract awards to, diverse businesses such as Small Business (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB), Historically Black Colleges/University and Minority Institutions (HBCUs/MIs).
Acts as advocate for all types of diverse business that are potential or current suppliers.
Serves as the authority on developing and interpreting procurement policies, guidelines, and procedures.
Ensures compliance with regulations; identify and mitigate potential risks in the supply chain.
Evaluates and develops strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain.
Lead the negotiation of contracts, ensuing compliance with legal and regulatory requirements.
Fosters collaboration with other functions to define current and future inventory requirements and manage inventory levels.
Designs processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands.
Incorporates auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations.
Communicate procurement strategies and performance data to relevant stakeholders, including senior leadership and suppliers.
Manage and develop a procurement team, providing guidance and support to achieve organizational goals.
Minimum Qualifications
Bachelor’s degree in supply chain management or related field AND ten (10) years of progressively complex procurement, contract management, and/or supply chain management experience; OR an equivalent combination of education, training and experience providing the required skill and knowledge for successful performance.
Preferred Qualifications:
Knowledge:
Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
Experience with a P&L business unit or division management
Knowledge of procurement principles and practices; understanding the procurement processes, regulations, and best practices.
Understand relevant laws and regulations related to procurement and contracting.
Understands municipal procurement law, specific experience with North Carolina legal requirements.
Experience across all procurement types, services, technology, commodities, construction and engineering, architecture, and survey services.
Knowledge of the complexity of and controls for a corporate P-card program.
An understanding of cooperative purchasing programs and the responsibilities of a host agency.
Familiarity with municipal asset disposal requirements, auctions, and donations.
Skills:
Ability to make strategic buying recommendations and take appropriate action.
Proven record of initiating and carrying out cost reduction/productivity improvement programs.
Proven ability to negotiate favorable contracts and manage contract Lifecyle.
Ability to understand financial statements, analyze costs, and manage budgets.
Strong analytical skills and great attention to detail.
Excellent written, verbal, and interpersonal communications, listening, and presentation skills.
Excellent organization and time management skills to manage multiple tasks and deadlines.
Strong leadership and negotiationskills.

CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
