Position Summary

Provides contracting and professional services related to government procurement, including recommendations on procurement methodology, preparation of solicitations, negotiation of contracts, and execution of contract and solicitation notifications. Assists in overseeing the administration of contracts to ensure performance and compliance to terms and conditions.

Working Conditions

General office and sedentary. Use of personal computing equipment, telephone, multi-functioning printer and calculator. Manual dexterity, ability to lift up to 10 pounds. Ability to travel to and from meetings, training sessions and/or other business related events.

Essential Functions

Job Functions

-Contract Formation, Execution, Management, and Administration: Create and deliver contract execution plans, including contract formation, execution, and post-execution management/administration.

- Draft, review, negotiate and execute contracts with various parties, such as clients, subcontractors, suppliers, and consultants for large-scale data center construction/build programs including post-build operational services.

- Manage contract renewals, extensions, amendments, and terminations, and maintain accurate and up-to-date records of all contracts and related documents.

- Competitive Bid(s): Create and issue solicitations for services required for the projects and evaluate and compare the bids received from the suppliers.

- Collaborate with legal, finance, construction, and procurement teams to align contract terms with technical and financial objectives.

- Maintain vendor diversity outreach program, both with internal Port staff during procurement, and external community relationships.

- Comply with the corporate governance structure, including procurement, delegation of authority, and contract execution.

- Identify and mitigate potential risks and liabilities associated with contracts and resolve any contract-related issues or disputes.

- Train appropriate personnel as determined by Port management, concerning initiation of procurements.

- Analyze data to determine reasonableness of prices, availability of products and services, and market trends.

- Support legal efforts associated with claims or complaints occurring in performance of contracts.

- Communicate with potential solicitation respondents regarding procurement requests.

- Formulate and coordinate procurement proposals and activities.

- Serve as liaison to the Port’s contracting officer.

- Evaluate and monitor compliance with regulations Port policy and audit requirements for all components of the corporate governance structure.

- In conjunction with Port attorneys, approve legal form of all vendor contracts.

- As requested, provide all reporting related to vendor contracts and diversity outreach.

- Provide standard procurement documents and standard vendor contract documents as determined by Port management.

- Perform other duties as assigned

QUALIFICATIONS

Education

Bachelor’s degree in Business Administration, Procurement, Supply Chain, or related field.

Experience

  • 10 years experience in contract administration including drafting, negotiating, execution and management in the public sector and/or commercial.
  • Includes an applied understanding of commercial language, construction practices, risk management, supply chain, or similar contracts-related experience.
  • Knowledge of applicable public statues required.
  • Must have experience in MS office programs
  • An equivalent combination of education and experience sufficient to successfully perform the key job accountabilities may be considered

License & Certification

Must have valid driver license.

Must pass criminal background check.

Additional Qualifications

  • Experience in preparation and negotiation of proposals/contracts of terms and conditions, statement of works, price, and fee/profit
  • Excellent time management and organizational skills
  • Excellent communication skills and proven ability to establish and maintain effective relationships with complex customers
  • Demonstrated ability to shape results in support of objectives, including ability to communicate and influence executive leadership
  • Experience in Microsoft Suite (Excel, Word, PowerPoint)
  • Experience in B2Gnow
  • Detail-oriented with strong organizational, analytical, problem-solving, and decision-making skills.
  • Strong knowledge of supply chain management tools.
  • Knowledge and experience related to governmental entity procurement within the State of Texas.
  • Knowledge and understanding of government contracts policies.
  • Strategic Thinking: Recognize how supplier relationships and negotiations align with the broader organizational goals, while aiming for outcomes that benefit both parties.
  • Critical Thinking Skills: Finding innovative solutions and being flexible in addressing unexpected challenges.
  • Analytical Ability: Make data-driven decisions, assess cost structures, and identify potential risks, ensuring informed and strategic outcomes.
  • Influence and Persuasion: Able to effectively advocate for their position, build consensus, and secure favorable agreements without compromising relationships.
  • Experience with typical construction/services contracting approaches and fee structures (e.g., Guaranteed Maximum Price (GMP), Not-to-Exceed, Cost Plus Fee, Time & Materials, Hourly Rate, Not to Exceed, Design-Build (DB) or Design-Build-Assist (DBA), etc.
