Job summary

The Texas Health and Human Services Commission (HHSC) seeks a Contract Specialist IV to oversee all phases of the contract lifecycle, from procurement to closeout, for the FRES division in Waco. You will draft and edit procurement documents, monitor performance, and liaise with vendors and program staff.

Eligibility for telework is available; travel up to 10% may be required. Strong communication skills and knowledge of HHSC rules are essential for success.

Qualifications

• Bachelor’s degree from an accredited university or college.
• Minimum 1 year of relevant experience in contract management, monitoring, and oversight (5 years if substituting education).
• Certified Texas Contract Manager preferred and required within 12 months of hire.

Responsibilities

• Perform comprehensive contract management for assigned contracts and develop procurement documents.
• Oversee contract monitoring, risk assessments, and enforcement actions as needed.
• Serve as liaison between stakeholders, vendors and program staff to ensure timely contract actions.
