Job summary

The Texas Health and Human Services Commission (HHSC) seeks a Contract Specialist II to support CAPM Open Enrollment Contract and Operations. You will provide contract administration, project tracking, and administrative support to OECO Director and WPE Manager, with a focus on collaboration and documentation.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency policy and performs other duties as assigned.
  • Provides administrative support to OECO Director and WPE Manager including tracking of projects, drafting reports, recording meeting minutes, mail processing, and schedule management.
  • Assists the WPE team with contract administration and management functions including coordination, collaboration, and consulting with staff; provides technical assistance as directed.
  • Assists with data entry and collection, organization, and preparation of materials in response to requests for documents, reports, data, and technical assistance.
  • Assists with researching program or policy issues; gathers and assembles information, summarizing key facts and providing supporting source documentation.
  • Tracks, monitors, plans, and coordinates activities to ensure deadlines and requirements are met.
  • Serves as backup for travel coordinator to manage travel documents, bookings, credit card authorizations, and reconciles budget and account statements.

The Opportunity: To drive excellence within the Contract Administration and Provider Monitoring Office (CAPM) Open Enrollment Contract and Operations (OECO) team in support of HHSC Medicaid/CHIP Services Department's jointly funded state and federal healthcare programs that serve more than 4.7 million Texans each year.As a single state agencydesignatedto administer Medicaid, HHSC sets policy,determinesclient eligibility, oversees provider and health plan contracts, andsubmitsMedicaid State Plan amendments and waivers to the federal Centers for Medicare and Medicaid Services.

The Contract SpecialistII forCAPM,provides contract administrationand management, and administrativesupportfor theWaiver Program Enrollment (WPE)and Operations teams within CAPM. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):
  • Attends work on a regular and predictable schedulein accordance withagency leave policy andperformsother duties as assigned.
  • Providesadministrative support to the OECO Directorand Waiver Program Enrollment (WPE) Managerincluding tracking of projects,drafting reports,recording meeting minutes, mail processing, and schedule management. (30%)
  • Assists the WPE team with contract administration and management functionsincluding coordination, collaboration, and consultingwith staff in planning, implementing, and documenting contract administration functionsforthe team, and provides technicalassistanceas directed. (30%)
  • Assistswith data entry requirements, and with the collection, organization, and preparation of materials in response to requests for documents, reports, data, and technicalassistance. (15%)
  • Assistswith researchingprogramor policy issues. Gathers and assemblesinformationsummarizing key facts and providing supporting source documentation. (10%)
  • Tracks, monitors, plans, and coordinates activities to ensure deadlines and requirements are met. (10%)
