The Contract Program Manager (CPM) serves as the primary point of contact for a large Indefinite Delivery/Indefinite Quantity (IDIQ) contract supporting the Army Program Executive Office (PEO) Enterprise, focusing on the delivery of complex software solutions with emphasis on commercial-off-the-shelf (COTS) implementation. This role demands a seasoned, multi-disciplinary leader with a proven track record in managing large-scale agile software development projects within the Army acquisition environment. The CPM will be responsible for the overall contract performance, ensuring the efficient and effective continuous delivery of high-quality software applications that promote and advance PEO's strategic goals and objectives, and meet mission requirements.

The CPM will lead and orchestrate high-performing Agile teams, comprised of program management, acquisition, data, cybersecurity, systems engineering, and information technology experts, to deliver incremental value and achieve mission-critical needs. This individual must possess a deep understanding of complex software development methodologies, Army acquisition and financial processes, and PEO's specific requirements and tools. The CPM will translate intricate technical and acquisition challenges into realistic, executable solutions, ensuring timely and successful software deployments.


Responsibilities

  • Program Management:
    • Formulate, organize, and monitor inter-connected projects, oversee all performance areas of the contract, ensuring successful execution and on-time completion of deliverables.
    • Remain informed of all tasks, schedules, and resource requirements on the contract.
    • Monitor IT project performance and schedule; develop appropriate remediations to ensure quality and performance metrics are achieved.
    • Develop tools and metrics to quantitatively track the performance of programs.
    • Manage the operational aspects of the contract; by aggressively driving the incremental delivery of value to the customer.
    • Work collaboratively with the customer to normalize the operational tempo and maximize workforce utilization. This will include workload forecasting and the rapid shifting of key resources between task orders.
  • Acquisition Strategy, Planning, and Capability Delivery:
    • Apply DoD acquisition policies and procedures across all planning and execution activities, defining strategies and developing roadmaps that enable required milestones decisions and product approval to achieve program success.
    • Lead / participate in all aspects of strategic planning, acquisition planning, investment planning, and stakeholder management.
    • Ensure the integration of acquisition requirements with functional/operational requirements to ensure development roadmaps are comprehensive and resourcing is aligned for continuous delivery.
    • Manage development tools (e.g., Jira, ADO) within projects, ensuring timely and accurate data across and within roadmaps and metrics capture and reporting.
    • Lead / participate in identifying and mitigating risks, including assessing cost, schedule, and performance impacts and recommending resolution of issues.
    • Engage with user authorities to ensure synchronization of program activities with user needs/requirements.
  • Financial Management:
    • Ensure the accomplishment of the financial aspects of the contract, including budget/cost control and accurate timekeeping (billing to appropriate CLINs).
    • Review/monitor IT project cost to prevent cost overruns and underruns.
    • Lead/participate in Program Objective Memorandum (POM) development.
  • Administrative Management:
    • Oversee all administrative functions related to the contract.
    • Generate and deliver reports and work products across all domains (e.g., acquisition, financial, software development, including but not limited to technical reports, white papers, presentations, utilizing digital tools).
  • Resource Management:
    • Manage all resources effectively, including personnel, material, and equipment.
    • Be knowledgeable of program priorities and task execution activities and expertise requirements to effectively direct CITES personnel from one assignment to the next, or to execute tasks concurrently, without creating any gaps or impacting execution timelines, product completion, and capability delivery.
  • Business Process Improvement:
    • Create, document, and improve business processes to enhance efficiency, effectiveness, and consistency with PEO Enterprise and Army acquisition standards.
    • Generate and promote the use of digital tools and best practices.
  • Other duties as assigned.

Qualifications

  • BA/BS degree required in a related acquisition or software development field
    • Master’s degree preferred.
  • 12+ years of IT software and acquisition experience.
  • 3+ years of experience using Agile to develop, implement/integrate software applications; commercial application experience preferred.
  • PMP preferred.
  • Secret clearance required.

Preferred Qualifications:

  • Working knowledge and application of DoD 5000 and 8000 series, and DoD acquisition and contract processes, procedures, and guidance.
  • DoD Acquisition Certifications.
  • Experience with PEO Enterprise, IEWS$, or C3N capability development.
  • Certified as a SAFe Product Owner/Product Manager.
  • Knowledge of PEO Enterprise programs and operations is a plus.

  • Proficient with MS Word, Excel, Office, Outlook, and Utilize AutoCAD, Visio, and MS Project 2007 programs.
  • Ability to work independently without direct supervision or guidance.
