Job summary

King County's Wastewater Treatment Division seeks a Contract Delivery Specialist to support procurement of architectural/engineering, construction and goods and services contracts. You will assist with ITB and RFP documents and coordinate with Central Procurement through award, providing technical advice for work orders and capital procurements.

The role requires organizing, attention to detail, and collaboration with diverse stakeholders.

Qualifications

  • 2+ years procuring government contracts including soliciting, negotiating and awarding public works or design contracts.
  • Knowledgeable in reviewing scopes of work and construction specifications.
  • Experience procuring Architectural/Engineering, Construction, Technical Services and Goods and Services Contracts.
  • Experience administering capital and/or goods and services contracts, including tracking expiration dates, invoicing, change/amendments, and closeout.
  • Experience collaborating with project teams on high profile, politically sensitive projects.
  • Experience with multiple internal/external stakeholders and public agencies on capital projects.

Responsibilities

  • Assist in the creation of ITB and RFP documents, and collaborate with King County Central Procurement and other stakeholders during the procurement process through award.
  • Provide technical advisory support for work orders, job order contracts, capital procurements, and purchasing for the division.
  • Coordinate with consultants/contractors, WTD and KC staff for procurement, planning, implementation and closeout of capital work order contracts and various goods/services contracts.
  • Review scopes of work, project schedules, and budgets.
  • Manage contract administration and financial tracking for capital work orders and other agreements including change orders/amendments, invoicing and closeout.
  • Ensure compliance with Federal, State and local laws, KC policies/procedures.

About the Role:

This role will assist our customers with the procurement of Architectural/Engineering, Construction and Goods and Service contracts and will support the customers with the use of the County’s Job Order Contract (JOC) and the work order team with administration of various work orders agreements. This position will require good organization and attention to detail, customer service and communication skills; collaborating with internal and external customers.

This position is within WTD’s Finance and Administration?(F&A)?Section, which serves the essential role of ensuring that financial resources are in place to fund the Division’s priorities and decision-making is well-informed regarding financial risk, optimization trade-offs, financial equity, and compliance. In managing WTD’s large portfolio of?financial activities?and processes,?F&A performs numerous functions including rate-setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. What You Will Be Doing:
  • Assist in the creation of ITB and RFP documents, and collaboration with King County Central Procurement and other stakeholders during the procurement process through award.
  • Technical advisor for work orders, job order contracts, capital procurements, and purchasing for the Division.
  • Collaborate with Consultants and Contractors, WTD and other KC staff for the procurement, planning, implementation and closeout ofcapital work order contracts and a variety of goods and service contracts.
  • Review scopes of work, project schedules, and budgets.
  • Contract administration and financial tracking for capital work orders and other agreements including change orders/amendments, invoicing/payments and contract/work order closeout.
  • Compliance with Federal, State and local laws, KC policies/procedures.
  • Ensure that internal project information management database information and accessible information is
  • updated in a timely and accurate manner.
  • Work with Division staff to develop contracts and mitigate risks to protect King County from being subject to litigation, criticism or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents.
  • Support the Alternative Delivery model of the division where applicable.
Qualifications You Bring:
  • Two (2) years or more of progressively responsible experience procuring government contracts which includes soliciting, negotiating and awarding public works and design contracts for a government agency; reviewing contract documents for compliance with relevant procedures, laws and regulations, and contract administration.
  • Knowledgeable in reviewing scopes of work and construction specifications.
  • Experience procuring Architectural and Engineering, Construction, Technical Services and Goods and Services Contracts.
  • Experience performing administration for capital and/or goods and service contracts, including tracking expiration dates, invoicing, change/amendments, and closeout.
  • Experience collaborating with project teams comprised of various stakeholders on high profile, politically sensitive projects.
  • Experience working with multiple internal and external stakeholders, as well as other public agencies, on capital projects and contracts.

Working Conditions:
  • Work Location: The Finance and Administration team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S Jackson St Seattle WA 98144. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by Technical Employees Association (TEA).
