Job description

This position is open to current KING COUNTY EMPLOYEES ONLY. This position is a critical connection between the budget and portfolio functions for Wastewater Treatment Division’s (WTD’s) large capital program. The right candidate will have the opportunity to influence decisions and be a subject matter expert on $14B of planned expenditures in the next 10 years, supporting prioritization of projects, their appropriation needs, good governance for delivery of said projects, and prudent stewardship of ratepayer funds.

About The Role

This role serves as the capital budget lead within the Finance and Administration section of WTD. The primary responsibility of this individual contributor is to input appropriation requests for capital projects via the biennial and supplemental budget processes. Other important assignments include ongoing monitoring of appropriation balances against project forecasts, schedules, and contractual commitments, serving as a voting member of the project oversight board, creating and presenting occasional updates on the capital budget to internal staff and leadership, assisting with the creation of financial plans and supporting documentation for legislative submittals, functioning as a SME on key portfolio prioritization processes, supporting analysis of capital budget impacts during the sewer rate process, and completing ad hoc reporting and analysis to support the finance team as well as the portfolio, planning, and analysis unit.

About The Team

This position is within WTD’s Finance and Administration (F&A) Section, which serves the essential role of ensuring that financial resources are in place to fund the Division’s priorities and decision‑making is well‑informed regarding financial risk, optimization trade‑offs, financial equity, and compliance. In managing WTD’s large portfolio of financial activities and processes, F&A performs numerous functions including rate‑setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. In F&A we value cultivating a culture where you are encouraged to challenge the status quo and offer new ideas while building and maintaining enduring relationships.

About WTD

With over 700 employees engaged in planning, designing, building, and operating treatment facilities, our agency is at the forefront of environmental stewardship. Success for us means upholding our legacy while promising future generations a pristine environment. The King County WTD protects public health and the environment of the central Puget Sound region by collecting and treating wastewater, while recovering valuable resources that would otherwise be lost. We enforce regulations to reduce harmful waste discharge and actively educate the public and businesses on water quality protection. Our regional wastewater treatment system not only sustains a healthy environment but also fuels economic development, fostering prosperity in our region. If you're passionate about making a difference and thrive in a collaborative environment, join us in our mission to safeguard our precious water resources.
