Minimum Qualifications:

Completion of (2) years of post-secondary education program within the previous years, supplemented by four (4) years in contract compliance or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:

May be required to possess and maintain a valid Georgia driver's license. Designation as a Certified Compliance Administrator (CCA) within 2 years of employment.

Specific Knowledge, Skills, or Abilities:

Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

EXAMINATION:

The examination process will include the following: application review and evaluation to establish a rating to reflect Qualified or Not Qualified. The application must document that the applicant possesses the minimum knowledge, skills, education, and experience listed. If selected, an official, accredited college transcript is required, at the time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification: Under direct supervision, the purpose of this classification is to perform duties related to compliance functions of the County’s Non-Discrimination in Purchasing and Contracting Ordinance programs, ensuring compliance with applicable policies, procedures, and regulations. Direction is received from the Senior Contract Compliance Officer. This is the first level of the contract compliance professional series.

Essential Functions:

ConductsinformationalmeetingswithpotentialMBE/FBE/SBE/SDVBEstoincreaseawarenessand advantagesof certification and assists in working through the certification process.

Participates in outreach events to promote the County’s Non-Discrimination in Purchasing and Contracting programs; assists in conducting workshops to explain the application process and certification requirements.

AssistsMBE, FBE,SBE, DBE, andSDVBE in seekingprocurementandcontractingopportunitieswiththeCounty, including reviewing vendors’ background information (e.g., tax/financial statements, stock ledger, business license, articles of incorporation) to recommend effective approaches and reviewing and recommending approval of certification and recertification applications.

Reviewsnewandre-certificationapplicationpackagesubmissionstoensurethattherequireddocumentationisincluded, and conducts follow-ups if necessary, for additional information. Evaluates certification application packages to determine MBE/FBE/SBE/SDVBE eligibility. Recommends eligibility determination to Senior Contract Compliance Officer. Conducts site visits, if necessary, as a part of the eligibility evaluations.

Applies analytical skills in the evaluation of application information and supporting documentation (e.g. tax returns, financial records) relating to the ownership, financial status, and control of business enterprises to assess the accuracy and completeness of applications.

Conducts informational meetings with potential MBE/FBE/SBE/SDVBEs to increase awareness and advantages of certification and assists in working through the certification process.

Makesinitialdeterminationsofwhetherbusinessesmeetcertificationeligibilityrequirementsandprepareswrittenassessment and application summaries recommending approval or denial.

Assists with investigation and resolution of subcontractor complaints and make recommendations regarding their resolution.

Review agenda items and prepares the contract compliance section of the staff summaries for board approval.

Reviews the solicitation scope of work to determine the contract compliance requires based on the market availability and prepares contract compliance requirements for bids/procurements.

Evaluate and verify requirements related to prompt payment and retainage have been documented, implemented, and communicated to the contractors.

Monitors contracts and subcontractor utilization reports and verifies the accuracy of utilization.

Participates in pre-bid and pre-proposal conferences to explain documentation required by the Office of Contract Compliance; responds to inquiries from potential contractors/vendors; participates in post-award conferences/meetings when necessary.
