Qualifications

Responsibilities

  • Works closely with Business Development and Program Managers on bid/proposal strategies and cost/pricing methodologies.
  • Ensures compliance with applicable regulations and contract actions.
  • Analyses problems, recommends solutions and initiates actions.
  • Prepares, negotiates, and administers prime contracts, subcontracts, and related agreements.
  • Manages lifecycle of contracts from proposal through closeout.
  • Mentors and trains staff in routine contract administration and assists with training less senior personnel.
  • Supports contract modification, contractual billing against CLINs, and cost modification administration.
  • Maintains all contract files and records.
  • Establishes and maintains external and internal relations at all levels of the organization.
  • Liaises with customer procurement officials on all matters and resolves issues with program managers/directors.
  • Occasionally may require extended hours, evenings, and weekends to meet schedules.
  • Performs other duties to support organizational goals.

Job description

The Contracts Administrator III is responsible for the preparation, negotiations, and administration of Department of Defense (DoD) prime and subcontracts. Interfaces with all levels of management and staff. Provides support to contract administrators.

Position Responsibilities
  • Works closely with the Business Development team and Program Managers to assist in the planning/strategizing of future contracts and marketing effort to include the development of bid & proposal strategies. Also provides cost and pricing methodologies and strategies to the proposal process.
  • Ensures compliance with applicable regulations and actions required by contract.
  • Analyzes problems, recommends solutions, and initiates effective actions for resolution.
  • Prepares, negotiates, and administers prime contracts, subcontracts, independent consultant agreements, non-disclosure agreements, teaming agreements, and other agreements as required.
  • Manages all activities related to the lifecycle of the contract/task order or subcontract, from the initial proposal phase, through award and contact performance, to close out.
  • Mentor and train administration staff in routine administration of contracts. Assists with the training of less senior contract administrators.
  • Supports functions of contract modification, contractual billing against contract line items, and cost modification administration.
  • Maintains all contract files and records.
  • Establishes and maintains excellent external customer and internal relations, at all levels of the organization.
  • Acts as liaison with customer's procurement officials for all proposal or contract matters, communicating status and resolving open contract matters with program managers and directors.
  • Occasionally may requires extended work hours, evenings and weekends, to meet critical proposal schedules and deadlines.
  • Performs other duties as assigned to drive the vision, fulfill the mission, and abide by the values of this organization.

Qualifications
  • Bachelor's degree in related field.
  • 4+ Years experience in a similar role
  • Working knowledge of the Contract Management Lifecycle: Solicitation, Offer, Award, Program Management, Manufacturing, Quality, Packaging & Shipping, and Invoicing
  • One of the following professional certifications: CFCM (Certified Federal Contracts Manager) or CPCM (Certified Professional Contracts Manager) or the willingness to obtain the CFCM in one year.
  • Past or current experience in DoD contract management and administrative functions at the prime and subcontractor levels.
Work Environment
  • Office Environment: Requires physical capability to work in an office environment including sit/stand up to 9 hours a day and use basic office tools such as a computer, copier/printer, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • Hours: 1st Shift with additional hours as needed to meet demand. Occasional off-shift hours may also be required to provide support to operations.
