Construction Technical Inspector Lead

Position Overview:

The Construction Technical Inspector Lead provides on-site observation, inspection, and reporting support for construction projects at a military installation, serving as an extension of the Contracting Officer's Representative (COR) and Base Civil Engineer (BCE) to monitor contractor compliance with technical specifications, safety requirements, and quality control standards; this includes conducting daily, weekly, and monthly project monitoring and reporting, performing constructability reviews of drawings and specifications, documenting site conditions, material deliveries, and safety/QC compliance, advising on RFIs, design issues, change orders, and unforeseen field conditions, preparing meeting minutes, maintaining project documentation, and processing base access credentials, and requires a minimum of five years of construction management and oversight experience, including familiarity with MILCON or large SRM projects, applicable federal/DoD/Air Force construction and engineering regulations, and industry codes and standards (UFC, NFPA, ASTM, ACI, IBC, NEC), along with proficiency in Microsoft Word, Excel, and Adobe Acrobat, and a valid driver's license.

Job Responsibilities:
  • Provides observation services for construction projects on a military installation. Construction inspection services include persistent monitoring and documentation of construction progress, reporting, and recommended courses of action regarding contract technical document noncompliance, weather and site conditions reporting, and documentation of critical path elements of work.
  • Provides reports on project preparatory work including, but not limited to: constructability reviews of drawings and specifications, identification of outdated technical standards in the Government Library, pre-construction site survey photos and documentation, utility marking photos and documentation, details of non- compliant deliveries, noncompliance with contractor safety plan and quality control plan, and recommended changes to administrative procedures in base general specifications.
  • Provides daily project monitoring reports for projects including, but not limited to: weather conditions, changes in weather conditions that impede construction progress, personnel on-site, noncompliance with required tradesmen certifications and skill levels, comparisons of scheduled vs. actual progress, deficient construction practices, and completion of the AF IMT 1477 Construction Inspection Record.
  • Provide weekly project monitoring reports for projects including, but not limited to: weekly job progress during each phase of construction.
  • Develops monthly project monitoring reports for projects including, but not limited to: as-built/survey/modifications with changes to technical document availability in record documents and at the worksite, and observation of General Contractor CQC compliance.
  • Provide reports for significant observations on the project site as they occur including, but not limited to: compliance of contractor testing methods, material arrivals on-site, unforeseen site conditions, design deficiencies, possible causes for contractors falling more than 5% behind schedule
  • Advise the COR and BCE on an as-needed basis with recommended courses of action for conditions including but not limited to: contractor Requests for Information (RFI's), architecture/engineering issues identified with the project, design errors/omissions, encountered problems during construction, pre-work meeting questions, mitigating gate delays, change order requests, unforeseen conditions, punch list development, pre-final inspections, and final inspections.
  • Provide reports for designs in progress including, but not limited to: technical drawings, specification constructability, and recommendations to changes in base standard practices.
  • Provide minutes for: pre-bid site visits and meetings, preconstruction conferences, fire and safety conferences, weekly project status meetings, and weekly engineering squadron meetings.
  • Maintain all documentation and reports produced in the Government's file system following the existing methodology and format.
  • Process DBIDS and Green Line Badges through the Security Forces.
  • Will comply with the following Government Directives:

  • ANG Engineering Technical Letters and Series 32 Regulations and Instructions

  • Occupational Safety and Health Administration (OSHA), State, and local safety regulations
  • Unified Facility Criteria (UFC)
Required Qualifications:
  • Has a minimum of 5 years of practical experience in construction management and oversight.
  • Has a proficient understanding of engineering, construction, and constructability requirements associated with large projects and experience in managing MILCON construction or large repair/SRM projects.
  • Proficient experience with Microsoft Word, Microsoft Excel, Adobe Acrobat.
  • Within the 5 years of required experience possess knowledge of: Federal, DoD/DoW, Air Force, ANG, and State construction management and engineering regulations; Unified Facility Criteria; engineering technical orders and instruction; agency standard operating procedures; safety procedures; local, state, and federal building codes; National Fire Protection Association (NFPA); American Society for Testing and Materials (ASTM); American Concrete Institute (ACI); International Building Code (IBC); National Electric Code.
  • Will be required to hold and maintain a security clearance.
  • Possesses and will maintain a valid driver's license.
