Job summary

Gulf Crane Services Inc. seeks an Offshore Construction Superintendent to lead on-site offshore construction activities in the US Gulf of Mexico.

Job description

The Offshore Construction Superintendent is responsible for the overall supervision, coordination, safety, quality, productivity, and execution of offshore construction projects. This position provides direct leadership to offshore construction crews and ensures work is completed safely, efficiently, on schedule, within project requirements, and in accordance with company and customer standards.

The Superintendent serves as the primary onsite construction leader and coordinates daily activities involving fitters, welders, riggers, crane operators, equipment operators, and other skilled personnel. The position works closely with customer representatives, project management, operations personnel, and safety personnel to plan and execute structural, piping, fabrication, installation, repair, modification, and maintenance work on offshore facilities.

The Superintendent is expected to demonstrate strong leadership, extensive offshore construction knowledge, sound decision-making, and a commitment to maintaining a safe and productive work environment.

Essential Duties And Responsibilities
Construction Supervision & Leadership
  • Provide overall onsite leadership and supervision of offshore construction activities.
  • Direct and coordinate the activities of foremen, fitters, welders, riggers, crane operators, and other construction personnel.
  • Assign manpower, equipment, tools, and resources based on daily project requirements.
  • Establish daily work priorities and communicate expectations to supervisors and crew members.
  • Monitor crew productivity and make adjustments as necessary to maintain project schedules.
  • Ensure employees understand their assigned responsibilities and the scope of work.
  • Provide guidance and technical support to foremen and construction personnel.
  • Promote teamwork, accountability, professionalism, and effective communication among crew members.
  • Address performance, productivity, attendance, or behavioral concerns through appropriate company procedures.
  • Maintain effective communication between offshore crews and onshore management.
Project Planning & Execution
  • Review project scope, construction drawings, specifications, work packages, and customer requirements prior to beginning work.
  • Develop and coordinate daily and weekly construction work plans.
  • Determine manpower, material, equipment, and tooling requirements for scheduled work.
  • Coordinate construction sequencing to maximize productivity and minimize operational interruptions.
  • Monitor project progress against established schedules and milestones.
  • Identify potential delays, material shortages, equipment issues, or other obstacles that could affect project completion.
  • Communicate schedule concerns and project changes to project management and customer representatives.
  • Coordinate structural, piping, welding, rigging, lifting, fabrication, installation, and demolition activities.
  • Ensure construction activities are completed according to approved drawings, specifications, and project requirements.
  • Verify field conditions and coordinate necessary adjustments when actual conditions differ from construction drawings.
  • Assist project management with estimating remaining work, manpower requirements, and project completion schedules.

Safety Responsibilities
  • Lead by example and actively promote a strong safety culture throughout the offshore construction crew.
  • Ensure all construction activities comply with company, customer, regulatory, and facility safety requirements.
  • Conduct or participate in daily safety meetings, toolbox talks, JSAs/JHAs, and pre-job meetings.
  • Review JSAs/JHAs to ensure hazards are properly identified and appropriate controls are established before work begins.
  • Verify employees understand the hazards associated with their assigned work.
  • Exercise Stop Work Authority whenever unsafe conditions or behaviors are observed.
  • Ensure employees use required PPE and fall-protection equipment.
  • Monitor compliance with confined-space, hot-work, lockout/tagout, energy-isolation, and permit-to-work requirements.
  • Ensure lifting and rigging activities are properly planned and performed by qualified personnel.
  • Coordinate work involving simultaneous operations to prevent conflicts and unsafe conditions.
  • Ensure tools and equipment are inspected and appropriate for the assigned task.
  • Immediately report and assist with the investigation of incidents, injuries, near misses, equipment damage, and safety concerns.
  • Conduct routine field observations and correct unsafe conditions or practices.
  • Maintain proper housekeeping throughout construction work areas.
Quality Control
  • Ensure construction work meets company, customer, engineering, and project quality requirements.
  • Verify fabrication and installation are performed according to approved drawings and specifications.
  • Review completed work before requesting customer inspection or acceptance.
  • Coordinate with quality-control personnel and inspectors as required.
  • Identify deficiencies and ensure corrective work is completed promptly.
  • Minimize rework through proper planning, supervision, and verification.
  • Ensure materials are properly identified and used according to project specifications.
  • Verify dimensions, elevations, orientation, alignment, and fit-up as necessary.
  • Ensure completed construction activities are properly documented.
Personnel Management
  • Monitor employee performance, productivity, and adherence to company policies.
  • Verify personnel possess the appropriate qualifications and certifications for assigned work.
  • Coordinate crew changes and manpower requirements with onshore management.
  • Provide coaching and direction to supervisors and employees.
  • Assist with evaluating employee performance and identifying training needs.
  • Promote development of foremen and other field leadership personnel.
  • Maintain professional working relationships with employees, customers, contractors, and other offshore personnel.
  • Address personnel concerns appropriately and communicate significant issues to management.
Customer & Project Communication
  • Serve as a primary onsite point of contact for construction-related matters.
  • Maintain professional communication with customer representatives and offshore facility management.
  • Participate in customer planning, scheduling, and coordination meetings.
  • Provide accurate updates regarding project progress, manpower, safety, materials, and scheduling.
  • Immediately communicate significant project delays, scope changes, safety concerns, or operational issues to appropriate management.
  • Coordinate with customer operations personnel to minimize disruption to facility operations.
  • Ensure changes to the original scope of work are properly communicated and documented before proceeding when required.
Documentation & Reporting
  • Maintain accurate daily construction reports.
  • Review and approve employee time and work documentation as assigned.
  • Track manpower and work hours associated with assigned projects.
  • Document project progress and completed work.
  • Maintain records of delays, changes in scope, equipment issues, and material shortages.
  • Ensure service tickets, field tickets, or other required work documentation accurately reflect completed work.
  • Verify documentation is complete before submission to onshore management.
  • Assist with project closeout documentation as required.
Minimum Qualifications
  • Significant experience in offshore construction, fabrication, structural, piping, or oil and gas operations required.
  • Previous experience in a Construction Superintendent, Construction Supervisor, General Foreman, Foreman, or similar leadership position strongly preferred.
  • Strong working knowledge of offshore construction practices and procedures.
  • Demonstrated experience supervising multiple construction crafts and work crews.
  • Ability to read and interpret construction drawings, structural drawings, piping drawings, fabrication drawings, specifications, and work packages.
  • Knowledge of structural fitting, welding, fabrication, piping, rigging, crane operations, and material handling.
  • Strong understanding of offshore safety practices and permit-to-work systems.
  • Ability to effectively plan manpower, materials, equipment, and work activities.
  • Strong leadership, communication, organization, and problem-solving skills.
  • Ability to communicate professionally with customers, employees, and management.
  • Ability to make sound decisions in a fast-paced offshore construction environment.
  • Must be able to manage multiple work activities and priorities simultaneously.
