Job summary

Bouygues Travaux Publics is seeking a Construction Safety Officer for the Potomac River Tunnel project in the Washington, DC area. You will ensure health, safety, and regulatory compliance across the site, conducting inspections and trainings to uphold a strong safety culture.

Responsibilities include daily site presence, inspections, reporting, toolbox talks, and incident investigations, coordinating with the Owner and safety organization to enforce standards.

Qualifications

  • CHST certification through BCSP or ability to obtain within 90 days of start date.
  • Thorough knowledge of OSHA regulations and applicable requirements.
  • OSHA Outreach Trainers certification to provide safety training.
  • Demonstrated experience in heavy civil construction.
  • Experience on tunneling or underground construction projects.
  • Strong written and verbal communication skills.
  • Proficient with MS Office and Oracle Primavera Unifier or similar platforms.

Responsibilities

  • Maintain continuous on-site safety presence during all shifts until project completion.
  • Independently enforce compliance with federal, state, local, owner, and project safety requirements.
  • Conduct daily safety inspections and verify hazard controls.
  • Prepare daily inspection reports and weekly focused inspection reports.
  • Schedule and conduct daily toolbox talks and safety moments.
  • Maintain training records and attend owner meetings as needed.
  • Coordinate refresher and follow-up safety training and maintain documentation.
  • Participate in accident investigations and contribute to corrective actions.

Description of the Company:

CBNA, a member of Bouygues Construction, carries out major heavy civil and buildings projects. We have been operating in North America since 2002, delivering large-scale projects such as the groundbreaking Port Miami Tunnel. We currently have operations in Rhodes Island, Washington DC and Montana. Our expertise extends throughout underground works, river and maritime works, linear projects, signature bridges, industrial civil engineering, buildings and property development.

The Potomac River Tunnel project is a landmark initiative under the Clean Rivers Project. The project aims to construct a nearly 5.5 miles tunnel beneath the Potomac River with 2 different TBM, serving as a critical infrastructure element to control combined sewer overflows. This will significantly enhance the water quality of the Potomac and Anacostia Rivers and Rock Creek while bolstering the sewer system’s capacity.

Position Summary

The Construction Safety Officer is responsible for ensuring the health, safety, and regulatory compliance of all personnel working on the project. Safety Officers shall be physically present at their assigned construction site during every shift while work is in progress until Final Completion of the project. This position operates independently of production management and reports through the contractor's safety organization to maintain objectivity and authority in enforcing all safety requirements.

Key Responsibilities
  • Maintain a continuous on-site presence during all active work shifts until project completion.
  • Independently monitor and enforce compliance with all applicable federal, state, local, owner, and project-specific health and safety regulations.
  • Serve as an independent safety representative and not report to or receive direction from personnel responsible for construction production.
  • Conduct daily safety inspections during every active work shift to verify:
    • Safe operation of machinery, tools, and equipment.
    • Compliance with approved work plans, task plans, Job Hazard Analyses (JHAs), and engineered work sequences.
    • Proper implementation of hazard controls and regulatory requirements.
  • Document inspection findings, corrective actions, deficiencies, and resolutions, and prepare daily inspection reports for submission through Oracle Primavera Unifier.
  • Perform at least one focused weekly safety inspection covering:
    • Rigging equipment
    • Fall protection systems
    • Ladders
    • Emergency response equipment
  • Prepare and submit weekly focused inspection reports through Oracle Primavera Unifier.
  • Schedule and conduct daily toolbox talks and safety moments for all craft personnel.
  • Maintain documentation of attendance and training topics and upload records into Oracle Primavera Unifier.
  • Maintain comprehensive worker training records for employees and subcontractors.
  • Coordinate and schedule required refresher and follow-up training to maintain regulatory and project compliance.
  • Prepare and submit consolidated monthly training logs through Oracle Primavera Unifier.
  • Post and maintain all required safety notices, including:
    • OSHA and applicable safety regulations
    • Emergency contact information
    • Medical provider and hospital information
    • Fire and police department contact information
    • Hazard warning signs and restricted-area notices
  • Participate in accident and incident investigations, including root cause analysis and corrective action development.
  • Attend meetings with the Owner following any:
    • Lost-time injury
    • OSHA recordable injury
    • Serious near-miss event
  • Assist project management in developing proactive safety initiatives that promote a strong safety culture throughout the project.
Qualifications
  • Certified Construction Health and Safety Technician (CHST) through the Board of Certified Safety Professionals (BCSP). (or ability to receive within 90 days of start date)
  • Thorough knowledge of OSHA regulations and all applicable federal, state, local, and project safety requirements.
  • Be certified OSHA Outreach Trainers capable of providing safety training to craft workers and supervisors
  • Demonstrated experience in heavy civil construction
  • Experience working on tunneling or underground construction projects.
  • Strong written and verbal communication skills.
  • Ability to conduct field inspections and prepare detailed safety documentation.
  • Proficient with Microsoft Office and electronic document management systems, including Oracle Primavera Unifier or similar platforms.
  • Tunnel Safety Officers must possess a minimum of three (3) years of tunnel construction experience.
  • Be bilingual in English and Spanish is a plus
  • Experience implementing safety management systems and leading incident investigations.
Physical Requirements
  • Ability to work outdoors in varying weather conditions.
  • Ability to walk active construction sites, climb ladders, traverse uneven terrain, and enter underground tunnel environments.
  • Ability to wear required personal protective equipment (PPE) for extended periods.
  • Ability to respond to emergency situations at any time during assigned shifts.
