U.S. Customs and Border Protection – CTSE/CBTT Programs
Position Overview
The Construction Quality Engineer is responsible for construction quality oversight for U.S. Customs and Border Protection (CBP) Consolidated Tower and Surveillance Equipment (CTSE) and Cross Border Tunnel Threat (CBTT) projects. The position combines hands‑on field inspection with project‑level quality management to ensure construction activities, materials, equipment, and completed work comply with approved project drawings, design specifications, applicable codes, and quality requirements.
The Construction Quality Engineer will support projects throughout the construction lifecycle, from site surveys and engineering design reviews through site preparation, utility installation, system installation, final inspection, and site restoration. The successful candidate must be comfortable working independently in field environments while coordinating closely with engineering, construction, quality, supply chain, subcontractor, supplier, and client personnel.
Work Location & Travel Requirements
This is a 100% field-based position requiring domestic travel to project locations along the U.S./Mexico border. There is no hybrid or remote-work option.
Candidates should be prepared to:
- Travel extensively to active construction sites.
- Work at project locations that may be remote and accessible by unimproved roads or varying terrain.
- Work independently at field locations while maintaining regular communication with project and quality‑management personnel.
- Remain on assignment away from their home location as required by individual projects.
Per diem is provided for qualifying project assignments.
Typical Assignment Schedule: 9 Day - 80 Hour Schedule. May very based on project schedule.

Key Responsibilities
Construction Quality Management
- Develop and implement Construction Quality Plans for assigned projects.
- Manage construction quality throughout the project lifecycle, including:
- Site preparation
- Underground and surface utilities
- Site restoration
- Evaluate project risks and identify potential impacts to cost, schedule, quality, and safety.
- Ensure construction work complies with approved drawings, specifications, applicable industry codes, safety requirements, and project quality standards.
- Support development and review of contractor Statements of Work.
- Coordinate multidisciplinary teams to resolve complex construction and system‑level quality issues.
- Perform other project‑quality responsibilities assigned by the Director of Quality.
Field Inspection & Testing
Perform and/or oversee field inspections to verify construction conforms to approved plans and specifications. Inspection responsibilities may include:
- Site preparation and earthwork
- Soil placement, compaction, and testing
- Concrete placement and materials testing
- Foundations and structural components
- Underground and surface utilities
- Installed systems and equipment
- Verification of structural elements against approved drawings
- Final construction and site‑restoration activities
The Construction Quality Engineer is expected to identify deficient or nonconforming work early and work collaboratively with project stakeholders to resolve issues before they adversely affect project quality, cost, or schedule.
Quality Documentation & Reporting
- Develop, validate, implement, and maintain Inspection and Test Plans (ITPs).
- Prepare and maintain inspection reports, audit documentation, quality records, and supporting project documentation.
- Identify, document, track, and manage Non‑Conformance Reports (NCRs).
- Coordinate Supplier Corrective Action Reports (SCARs) with Supplier Quality Engineering.
- Support Root Cause Analysis and Corrective Action activities with subcontractors and suppliers.
- Maintain clear, complete, and traceable documentation of construction quality activities and corrective actions.
- Coordinate with subcontractors and suppliers to resolve quality concerns.
- Work with Supplier Quality Engineering to identify root causes and implement effective corrective actions.
- Evaluate supplier performance as it relates to project quality requirements.
- Recommend suspension of supplier use when evidence indicates that products or services may not comply with customer, statutory, regulatory, or other stakeholder requirements.

The position requires the ability to communicate effectively across multiple technical disciplines and bring the appropriate parties together to resolve construction and quality issues.
Minimum Qualifications
- Professional Engineer (PE) license in California or Arizona.
- Bachelor of Science in Civil Engineering.
- Demonstrated experience in construction Quality Assurance/Quality Control (QA/QC), construction inspection, construction engineering, or a closely related field.
- Working knowledge of construction materials, methods, industry best practices, applicable codes, and safety requirements.
- Demonstrated ability to read, interpret, and apply construction drawings, specifications, and CAD models.
- Experience performing or overseeing construction site inspections.
- Experience preparing construction or quality documentation and reports.
- Strong written and verbal communication skills.
- Strong analytical and problem‑solving skills.
- Ability to coordinate multidisciplinary teams to resolve complex construction issues.
- Proficiency with Microsoft Excel for data analysis, documentation, and reporting.
- Familiarity with tools and equipment commonly used for construction site inspection.
- Valid driver's license and ability to meet company driving requirements.
- Ability and willingness to travel domestically to project sites along the U.S./Mexico border.
- Pass Federal background check.
Preferred Qualifications
- Experience managing or implementing construction QA/QC programs.
- Experience developing Construction Quality Plans and Inspection and Test Plans.
- Experience managing NCRs, corrective actions, and quality audits.
- Experience with concrete, soils, structural, utility, or similar civil construction inspection
- Proficient in Spanish.

Field & Physical Requirements
The position involves regular work at active construction sites and may require travel through remote or undeveloped areas. Candidates must be able to:
- Travel by vehicle over paved and unpaved roads and varying terrain.
- Safely access active construction areas.
- Use common construction inspection tools and equipment.
- Perform basic vehicle recovery and minor troubleshooting activities when working in remote locations.
- Ability to walk across steep slopes and uneven terrain.
- Outdoor exposure and extreme temperatures.
Compensation
$100.00-$115.00 per hour
