City Light & Power, Inc. is seeking a Construction QC Manager to assure quality and compliance on USACE projects at Joint Base Lewis McChord. The role involves developing QC plans, reviewing drawings, and coordinating with project teams to resolve issues.

Qualifications

• OSHA 30 certified and EM 385-1-1 training required.
• USACE or federal project experience is mandatory (10 years).
• USACE CQM training/certification required.

Responsibilities

• Participate in pre-construction and kickoff meetings to define QC requirements.
• Create and track submittals; develop QC procedures for three-phase control.
• Review drawings, specs, and documents for compliance throughout the project.
• Coordinate with PMs, engineers, supers, safety, subs, and suppliers on issues.
• Monitor performance for timeliness, quality, and efficiency.
• Conduct site inspections/audits to enforce QC standards.
• Train teams on QC procedures and regulatory requirements.
• Document QC activities and corrective actions for stakeholders.
• Attend monthly project reviews; assist with close-out documentation.

CLP Engineering (CLPE) is hiring a new team to support our USACE contract working on Joint Base Lewis McChord. We are seeking a Construction QC Manager who will ensure the quality and compliance of the USACE construction projects; will develop and implement QC plans and procedures in compliance with project specifications and regulatory requirements.

Duties And Responsibilities

• Participate in pre-construction meetings, schedule meetings, design reviews, and project kickoff meetings to provide input on quality control requirements and expectations.
• Submittal creation and tracking.
• Develop, schedule, and implement procedures for tracking control phase meetings required for the three-phase control system.
• Review project documentation, including drawings, specifications, and submittals to ensure adherence throughout the project lifecycle.
• Coordinate with project managers, engineers, superintendents, safety officers, subcontractors, and suppliers to address quality issues and non-conformances promptly and effectively.
• Monitor subcontractor and supplier performance with respect to timeliness, efficiency, and quality.
• Conduct regular inspections and audits of construction sites to monitor compliance with quality control standards, specifications, and codes.
• Assist with providing training and guidance to project teams on quality control procedures, best practices, and regulatory requirements.
• Document and report quality control activities, findings, and corrective actions to project stakeholders and management.
• Participate in monthly project review meetings to discuss schedule, quality control metrics, challenges, and opportunities for improvement.
• Coordinate with project management to ensure all close-out documents are complete and submitted.
• Other duties as assigned.

Skills & Experience

• Bachelor’s degree in engineering, construction management, or related field preferred.
• OSHA 30 Certified
• EM 385-1-1 Training
• Five (5) years’ experience as a QC Construction Manager.
• Ten (10) years’ previous experience with USACE or federal government construction projects.
• Experience and qualifications must meet USACE requirements.
• USACE CQM training and certification.
• Strong interpersonal, leadership, and verbal / written communication skills are required.
• Proven ability to work in a team environment and manage multiple tasks simultaneously.

Work Authorization/Security Clearance

• You must be a US Citizen.
• You will be required to obtain Military Base Access Security Clearance.
• A valid driver’s license is required.

• Salary range: $90,000-$130,000/annual based on experience plus eligible to participate in Short Term Incentive Plan.
