CONSTRUCTION QUALITY CONTROL MANAGER (QCM)

QUALITY ISN'T SOMETHING WE INSPECT AT THE END. IT'S SOMETHING WE BUILD INTO THE PROJECT FROM DAY ONE.

At Sun Construction, we're looking for an experienced Construction Quality Control Manager (QCM) who believes that great construction starts with planning, accountability, communication, and pride in the work.

This is more than a paperwork position.

We're looking for a field-focused quality leader who can understand the plans, anticipate problems, coordinate with project teams and subcontractors, manage inspections and documentation, and make sure the work we deliver meets the standards our customers expect—and the standards we expect from ourselves.

YOUR ROLE

As our Construction Quality Control Manager, you'll be a key member of the project leadership team.

You’ll work alongside Project Managers, Superintendents, Project Engineers, subcontractors, designers, inspectors, and owners to establish and maintain quality throughout the entire construction process.

Your goal isn't simply to find deficiencies.

Your goal is to prevent them.

WHAT YOU'LL DO

Lead Project Quality

Take ownership of the project's Quality Control program from preconstruction through closeout.

Develop, implement, and maintain project-specific Quality Control Plans and ensure project teams understand the quality requirements before work begins.

Know the Contract

Review drawings, specifications, submittals, RFIs, contract requirements, approved products, and applicable standards.

Help translate those requirements into clear expectations for the field team.

Plan Before We Build

Participate in preconstruction and preparatory meetings to identify quality requirements, potential conflicts, inspection needs, testing requirements, and critical work activities.

We believe the best time to solve a quality problem is before the work is installed.

Manage the Three Phases of Control

For projects requiring USACE or similar federal quality-control procedures, lead and document:

• Preparatory Phase — Initial Phase — Follow-Up Phase

Make sure crews and subcontractors understand the requirements before starting work and verify that those standards continue throughout installation.

Be Present in the Field

Quality Control happens where the work happens.

Perform regular field observations and inspections. Verify materials, installation, workmanship, testing, mockups, and completed work against approved plans, specifications, submittals, and manufacturer requirements.

Coordinate Testing & Inspections

Schedule and coordinate required testing, special inspections, third-party inspections, and owner/government inspections.

Track results and make sure deficiencies are corrected and properly documented.

Manage Quality Documentation

Maintain accurate and timely records including:

• Daily Quality Control Reports
• Inspection reports
• Preparatory and initial-phase meeting documentation
• Testing and laboratory reports
• Deficiency and corrective-action logs
• Submittal and RFI coordination
• Photo documentation
• Punch lists
• As-built and closeout documentation
• Other contract-required QC records

Solve Problems Early

When you identify a quality concern, don't simply document the problem.

Help solve it.

Work collaboratively with the Superintendent, Project Manager, subcontractors, designers, and inspectors to identify the cause, develop corrective actions, and prevent recurrence.

Hold the Standard

Communicate expectations clearly and professionally.

Hold employees and subcontractors accountable for meeting project requirements while maintaining productive working relationships.

WHAT WE'RE LOOKING FOR

We're looking for a construction professional who combines technical knowledge, attention to detail, field experience, leadership, and strong communication skills.

Our ideal candidate will have:

• Significant commercial, institutional, industrial, or government construction experience.
• Previous experience as a Construction Quality Control Manager, Quality Manager, Superintendent, Project Engineer, or similar construction leadership position.
• Strong knowledge of construction plans, specifications, submittals, RFIs, testing, inspections, and documentation.
• Ability to identify discrepancies between contract requirements and field installation.
• Experience coordinating subcontractors, inspectors, testing agencies, design professionals, and project teams.
• Strong written communication and documentation skills.
• Strong organizational skills with the ability to manage multiple priorities.
• Confidence communicating quality requirements while maintaining positive working relationships.
• Ability to use construction management software, tablets, email, and electronic documentation systems.
• Ability and willingness to work on active construction sites throughout Hawaiʻi Island.

HIGHLY DESIRABLE QUALIFICATIONS

For candidates supporting our government and federal construction projects, the following experience is particularly valuable:

• USACE Construction Quality Management for Contractors (CQM-C) certification
• Experience managing the USACE Three-Phase Control Process
• Federal government or military construction experience
• Experience with RMS/QCS or other government construction management systems
• OSHA 30-Hour Construction certification
• First Aid/CPR certification
• Experience with NAVFAC, USACE, Department of Defense, State of Hawaiʻi, or other public-sector construction
• Experience coordinating special inspections and materials testing
• Experience with project commissioning and closeout

Equivalent combinations of education, training, certifications, and relevant construction experience will be considered.

THIS IS NOT A DESK-ONLY QC POSITION

We believe strong Quality Control Managers understand what's happening in the field.

You’ll spend time reviewing documentation—but you'll also be walking the project, talking with the Superintendent, coordinating with subcontractors, inspecting installations, attending meetings, and making sure everyone understands the project’s quality expectations.
