Position Summary
The Quality Control Manager (QCM) administers the project quality control program and ensures compliance with applicable contractual, federal, state, local, and Company quality requirements. The QCM partners with project leadership, field personnel, subcontractors, clients, and testing agencies to identify quality issues, implement practical solutions, verify compliance, and promote construction practices that support successful project execution.
Essential Functions
Quality Control Program Administration
- Review, understand, and administer the project Quality Control Plan (QCP), contract documents, approved submittals, and Company quality policies and procedures.
- Administer the project quality control program in accordance with project specifications, contractual requirements, applicable federal regulations, and Company requirements.
- Lead and document the Three-Phase Quality Control process, including Preparatory Meetings, Initial Inspections, and Follow-up Inspections.
- Ensure all work complies with contract documents, including drawings, specifications, approved submittals, and applicable codes.
- Conduct routine quality inspections and audits to verify compliance throughout all phases of construction.
- Maintain and update the Quality Control Plan, deficiency logs, inspection reports, and other required project documentation.
Inspection, Documentation & Testing
- Maintain accurate and timely quality documentation, including daily QC reports, inspection logs, testing results, deficiency tracking, punch lists, and corrective actions.
- Coordinate third-party testing and special inspections, reviewing results for accuracy and conformance.
- Monitor subcontractor and vendor compliance with project-specific quality requirements.
- Identify nonconforming work, document deficiencies, verify corrective actions, and monitor resolution to completion.
Coordination & Communication
- Partner with the Superintendent, Project Manager, Site Safety & Health Officer (SSHO), subcontractors, suppliers, testing agencies, and owner representatives to proactively identify, communicate, and resolve quality issues.
- Serve as the primary quality representative with owner representatives (e.g., USACE, NAVFAC, VA, GSA, or other agencies) regarding quality inspections, documentation, and compliance.
- Participate in project coordination meetings to promote communication, collaboration, and project compliance.
- Support the project team in achieving quality objectives through proactive planning, inspections, timely corrective actions, and continuous communication.
- Contribute to project closeout activities, including final inspections, punch list completion, as-built documentation, testing records, and turnover documentation.
- Other duties as assigned.
Reporting Relationships & Authority
- Reports administratively to the General Superintendent and partners with the Project Manager, Superintendent, and Site Safety & Health Officer (SSHO) to support project execution.
- Provides functional leadership for project quality; has no direct supervisory responsibility.
- Administers the project quality control program and verifies compliance with contract requirements.
- Has the authority to reject nonconforming work and stop work within the scope of assigned responsibilities, promptly communicating such actions to project leadership.
Project Staffing
Depending on project size, contractual requirements, and individual qualifications, one individual may perform multiple project leadership roles when permitted by the contract and applicable regulations. Regardless of staffing configuration, the responsibilities of each assigned role shall be performed in accordance with applicable requirements and Company expectations.
Knowledge, Skills, and Abilities
- Bachelor's degree in construction management, engineering, or a related field preferred; equivalent education, certifications, and relevant experience will be considered.
- Minimum 5 years of construction experience; federal construction experience preferred.
- Working knowledge of the Three-Phase Quality Control System, federal construction quality management requirements, contract documents, construction specifications, and applicable regulations. Familiarity with EM 385-1-1 and OSHA regulations is preferred.
- Current Construction Quality Management for Contractors (CQM-C) certification or ability to obtain as required by the project.
- Experience with RMS/QCS, Procore, Autodesk, or similar construction management software.
- ASHE Health Care Construction Safety training is preferred.
- Ability to interpret project drawings, specifications, submittals, and contract requirements.
- Ability to identify quality issues and implement practical corrective actions.
- Proficient in Microsoft Office (Word, Excel, Outlook, and Teams).
- Excellent analytical, organizational, and problem-solving skills with strong attention to detail.
- Excellent verbal and written communication, interpersonal, and conflict resolution skills.
- Ability to plan, prioritize, and coordinate multiple assignments while managing competing deadlines, exercising sound judgment, and maintaining professionalism under pressure.
- Ability to build effective working relationships while maintaining professional credibility.
- Demonstrates dependability, accountability, and reliable attendance and punctuality.
- Valid driver's license.
- Must be authorized to work in the U.S.
- Must successfully pass a pre-employment drug screening and background check.
- Must be able to pass customer or government-required background and security screenings for assigned projects, as applicable.
Environmental Conditions
- Work is primarily outdoors at active construction sites with exposure to noise, dust, fumes, vibrations, heat, cold, and weather conditions.
- Work occasionally requires being in an office or trailer environment for documentation and meetings.
- Potential exposure to chemicals, dust, or airborne particulates; use of respiratory protection may be required.
- Ability to work in confined spaces or elevated areas if project needs arise.
- Frequent fast-paced work with changing priorities and competing deadlines.
- Occasional evening or weekend work to meet business needs or project deadlines.
- Occasional travel and mobility between different work locations.
