Job summary

Liberty Personnel Services, Inc. seeks an experienced Heavy Civil Project Manager to lead critical public infrastructure projects across Eastern and Northeastern Pennsylvania.

You will oversee a diverse portfolio including highways, bridges, airports, and municipal improvements with a focus on safety, quality, and schedule adherence. Responsibilities include directing projects from award to closeout, coordinating owners, field operations, and subcontractors, and mentoring junior staff.

Qualifications

  • Approximately ten (10) or more years of Heavy Civil Construction Project Management experience.
  • Experience delivering transportation infrastructure projects for PennDOT, the Pennsylvania Turnpike, municipalities, or similar public agencies.
  • Strong knowledge of scheduling, estimating, contract administration, cost management, and project controls.
  • The ability to lead multiple project teams while maintaining exceptional client relationships.
  • Excellent leadership, organizational, negotiation, and communication skills.
  • A Bachelor's degree in Engineering, Construction Management, or a related discipline is a plus.

  • Managing schedules, budgets, forecasting, and overall project performance.
  • Reviewing contract documents and administering subcontracts, procurement, and change management.
  • Monitoring productivity, project costs, and financial performance throughout the life of each project.
  • Leading communication with clients, engineers, inspectors, and agency representatives.
  • Resolving construction challenges while maintaining project momentum and quality expectations.
  • Supporting and mentoring Project Engineers and other project staff.
  • Ensuring compliance with contract requirements, specifications, environmental regulations, and company safety standards.

Job description

We are seeking an experienced Heavy Civil Project Manager to lead public infrastructure projects throughout Eastern and Northeastern Pennsylvania. This is an opportunity to become a key member of an established construction team responsible for delivering roadway, bridge, airport, municipal, and transportation improvements that have a lasting impact on local communities.

Projects You’ll Lead

You’ll oversee a diverse portfolio of heavy civil construction projects, including:

  • Highway and roadway reconstruction
  • Bridge rehabilitation and replacement
  • PennDOT transportation projects
  • Pennsylvania Turnpike Authority improvements
  • Airport runway, taxiway, and apron construction
  • Municipal roadway and streetscape improvements
  • Asphalt paving and roadway rehabilitation
  • Public infrastructure and civil site improvements
What You’ll Be Responsible For

As the Project Manager, you’ll direct projects from award through final closeout while serving as the primary point of coordination between owners, field operations, subcontractors, and internal leadership.

We’re looking for someone who has

Territory

Projects are located throughout Pennsylvania, much of the time within the following region:

  • West to Harrisburg
  • East to Philadelphia
  • North to Scranton

Time is typically divided between active construction projects and the regional office, depending on project needs. This role requires regular travel throughout the territory, with limited overnight travel.
