Job description

The Construction Project Engineer supports the planning, coordination, and execution of construction projects across Target Hospitality’s portfolio of remote workforce accommodations and hospitality facilities. This role works closely with Project Managers, site superintendents, subcontractors, and internal stakeholders to ensure projects are delivered safely, on schedule, within budget, and in compliance with all applicable codes and standards. The Construction Project Engineer serves as a key technical and administrative resource throughout the full project lifecycle — from pre‑construction through closeout.

Responsibilities:

Project Planning & Pre‑Construction
  • Assist in developing project schedules, scopes of work, and construction budgets during the pre‑construction phase.
  • Support the review and coordination of construction drawings, specifications, and permit documents; identify and flag discrepancies or missing information.
  • Participate in pre‑construction meetings with subcontractors, vendors, and internal teams to align on scope, sequencing, and logistics.
  • Assist in soliciting subcontractor and vendor bids; compile bid packages, evaluate proposals, and support contract award recommendations.
  • Review contracts, subcontractor agreements, and purchase orders to confirm alignment with project scope, schedule, and budget.
Project Execution & Field Coordination
  • Support day‑to‑day construction activities by coordinating between the Project Manager, site superintendent, subcontractors, and suppliers to keep work on schedule.
  • Assist in managing the submittal process, including tracking submittals, shop drawings, and material approvals to ensure timely review and response.
  • Manage and track Requests for Information (RFIs), distributing responses to relevant parties and maintaining logs to resolution.
  • Monitor project schedule milestones; identify potential delays, document impacts, and communicate risks to the Project Manager.
  • Conduct regular site visits to verify work is progressing per approved plans, specifications, and quality standards; document observations and corrective actions.
  • Coordinate material deliveries, equipment scheduling, and logistics to support uninterrupted field operations.
  • Support utility coordination, site access planning, and permitting requirements throughout the construction phase.
  • Assist in tracking project costs against budget; compile and maintain cost reports, budget variance summaries, and cost‑to‑complete forecasts.
  • Support the review and processing of subcontractor and vendor invoices, pay applications, and change order requests to ensure accuracy and proper documentation.
  • Prepare and manage change order logs; coordinate internal approvals and communicate approved changes to field and subcontractor teams.
  • Support owner billings and project invoicing by compiling supporting documentation and ensuring alignment with contract terms.
  • Identify and flag potential cost overruns, budget risks, or scope creep early; elevate to Project Manager with supporting documentation.
Safety & Quality
  • Promote a culture of safety by supporting compliance with OSHA standards, Target Hospitality safety policies, and site‑specific safety plans.
  • Participate in job hazard analysis (JHA) reviews, safety walks, and incident reporting; raise safety concerns immediately.
  • Assist in quality control activities, including inspections, punch list development and tracking, and close‑out of deficiencies.
  • Ensure all work is completed in accordance with approved plans, specifications, local codes, and contract requirements.
  • Support third‑party inspection and testing coordination (soils, concrete, structural, MEP), and maintain records of inspection results.
Documentation & Reporting
  • Maintain organized and current project documentation including contracts, submittals, RFI logs, change orders, daily reports, meeting minutes, and as‑built records.
  • Prepare and distribute project status reports, schedule updates, and construction progress summaries for internal stakeholders and leadership.
  • Compile and manage project closeout documentation including warranties, O&M manuals, as‑builts, lien releases, and final inspection reports.
  • Maintain accurate and up‑to‑date records in project management software (e.g., Procore, Bluebeam, or equivalent); ensure all documentation is filed and accessible.
  • Support lessons‑learned reviews at project completion to identify and communicate process improvements for future projects.

Requirements:

  • Bachelor’s degree in Construction Management, Civil Engineering, Mechanical Engineering, Architecture, or a related field.
  • 2–3 years of experience in construction project engineering, project management, or a closely related field; experience with commercial, industrial, or modular/manufactured construction preferred.
  • Demonstrated understanding of construction means and methods, project scheduling, cost management, and contract administration.
  • Experience with submittals, RFI management, change order processing, and subcontractor coordination.
  • Proficiency with project management and construction software (Oracle Unifer strongly preferred; Bluebeam, Microsoft Project, or equivalent).
  • Strong working knowledge of Microsoft Office Suite (Excel, Word, Outlook); ability to compile and analyze cost and schedule data.
  • Familiarity with OSHA safety standards and a commitment to maintaining safe job sites.
  • Ability to read and interpret construction drawings, specifications, and technical documents.
  • Strong written and verbal communication skills, including ability to communicate effectively with field crews, subcontractors, vendors, and internal leadership.
  • Highly organized with strong attention to detail and the ability to manage multiple priorities simultaneously in a fast‑paced environment.
  • Willingness to travel to remote project sites on a regular basis; valid driver’s license required.
  • Experience with modular, prefabricated, or remote/workforce accommodation construction is a plus.
