Job summary

Sempra Infrastructure seeks a seasoned Project Controls Manager to lead advanced control methodologies across complex projects in a hybrid Houston environment.

You will align forecasting, cost performance, and risk analysis with corporate standards while partnering with Site Operations to support RFO Programs and operational initiatives.

Qualifications

  • Typically requires a 4-year degree in engineering or related field, or equivalent combination of relevant education and experience.
  • Typically requires 8 years of related experience.
  • Related experience supporting RFO Programs or project management within a plant environment preferred.

Responsibilities

  • Leads Ready for Operations programs.
  • Identifies and resolves project issues to keep projects on plan to meet cost, scope and schedule commitments.
  • Ensures integration of project control systems with accounting, procurement, asset management.
  • Facilitates executive project reviews, translating complex data into insights for leadership decision‑making.
  • Develops and delivers recommendations to improve processes, schedules and cost performance of projects.
  • Ensures project controls processes align with company policies, procedures, and industry standards.
  • Diagnoses systemic drivers of recurring cost or schedule volatility across projects and formulates root‑cause hypotheses.
  • Defines data standards and control logic required to support advanced forecasting, benchmarking, or predictive modeling initiatives.

Job description

Primary Purpose
Leads implementation of advanced project control methodologies for complex projects, ensuring accurate forecasting and risk analysis. Aligns project control practices with organizational standards to optimize outcomes.

Partners with Site Operations to support RFO Programs and Operations, providing project controls expertise that enables effective planning, forecasting, reporting, and execution of operational initiatives.
Duties and Responsibilities

  • Leads Ready for Operations programs.
  • Identifies and resolves project issues to ensure that projects stay on plan to meet overall cost, scope and schedule commitments.
  • Ensures integration of project control systems with internal systems (accounting, procurement, asset management).
  • Facilitates executive project reviews, translating complex data into insights for leadership decision‑making.
  • Develops and delivers recommendations to improve processes, schedules and cost performance of projects.
  • Ensures project controls processes align with company policies, procedures, and industry standards.
  • Diagnoses systemic drivers of recurring cost or schedule volatility across projects and formulates root ‑ cause hypotheses.
  • Defines data standards and control logic required to support advanced forecasting, benchmarking, or predictive modeling initiatives.
  • Performs other duties as assigned.
Qualifications

Education

  • Typically requires a 4-year degree in a relevant field (engineering or related field), or equivalent combination of relevant education and experience.

Experience

  • Typically requires 8 years of related experience.
  • Related experience supporting RFO Programs or project management within a plant environment preferred.

  • Cost Control - The process of managing and minimizing expenses within an organization or project while maintaining desired levels of quality and performance, which involves monitoring, analyzing, and optimizing expenditures to achieve efficient resource allocation and financial stability.
  • Project Scheduling - A mechanism to communicate what tasks need to get done and which organizational resources will be allocated to complete those tasks in what timeframe.
  • Regulatory Compliance - Ensuring an organization's adherence to laws, regulations, guidelines and specifications relevant to its business processes.
  • Project Risk Management - The process of identifying, analyzing and responding to any risk that arises over the life cycle of a project to help the project remain on track and meet its goal.
  • Contract Management - Streamlining the creation, execution, storage or renewal of contracts, with a focus on compliance, often via software or other automated means.
  • Documentation and Records Management - Creating, distributing, using, maintaining and disposition of recorded information maintained as evidence of business activities and transactions.
  • Technical Reporting - The creation of detailed and clear reports documenting technical findings, incidents, and resolutions, often including data analysis and recommendations.
  • KPI/Metric Monitoring - The monitoring of performance indicators that demonstrate how effectively a company is achieving key business objectives.
  • Earned Value Management (EVM) - Measuring a project's progress at any given point in time, forecasting its completion date and final cost, and analyzing variances in the schedule and budget as the project proceeds.
Work Schedule

HYBRID: Work a combination of onsite and remote days each week, typically 4 days per week onsite.

Pay Range

The estimated pay range for this job. Disclosing pay information promotes competitive and equitable pay. The actual pay rate will depend on the person's qualifications and experience.

$129,500.00 - $204,500.00 / year
