Position Description

The Construction Project Manager – Senior Level supports an owners rep program for a government client located in Harrogate, United Kingdom. The position is a 20‑month contract requiring relocation to Harrogate, UK and an active Top Secret clearance with CI Polygraph.

Responsibilities
  • Work on behalf of and in coordination with the client to ensure the government’s requirements and interests are met.
  • Oversee the project’s baselines (scope, cost, and schedule) as well as safety, quality, and commissioning.
  • Validate prepared cost estimates and budgets.
  • Review and report to the Government on proposed, plans, sequencing, schedules, and methodologies proposed by the client’s contractor.
  • Collaborate with the client and the contractor team to ensure requirements of the contract documents are met.
  • Oversee and report on all construction work to the client.
  • Collect, compile, document, report, and maintain all design and construction documentation on behalf of the client.
  • Advise the client on design and construction methodologies, including the latest technology and industry best practices.
  • Assist with coordination of general security requirements, such as scheduling escorts and after‑hours work processing.
  • Validate the project schedule and monitor the critical pathway.
  • Coordinate all deliveries to the construction site, including coordination with other contractors not under this contract.
  • Coordinate with the client Project Management Team for all potential operational impacts to minimize disruptions.
  • Follow local security procedures to assist with photographing at the construction site.
Qualifications
  • Bachelor’s Degree in construction‑related engineering, construction, or industrial technology and a minimum of 10 years of construction management experience in the design and build of industrial facilities, or
  • Extensive USG experience of at least 10 years in lieu of a degree.
  • Comprehensive knowledge of the principals and practices of design‑build project management and any associated organizational management systems and techniques.
  • Demonstrated experience in running $50 M+ construction projects.
  • Excellent working knowledge of construction schedules and critical pathway analysis.
  • Experience in commissioning large projects.
  • TS/SCI clearance with a CI polygraph.
Preferred Experience
  • Knowledge of SCIF building construction in accordance with ICD 705.
  • Construction Quality Management for Contractors (CQM‑C) certification.
  • USACE EM 385 or OSHA 510 or equivalent.
  • Project Management Professional (PMP), Design‑Build Institute of America (DBIA), or other advanced certifications.
  • Strong electrical background, including experience with generators and uninterruptible power supplies (UPS).

Compensation

The base salary range for this position is $170,000.00 to $220,000.00. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
