Responsibilities

• Pre-Construction: review contract docs and safety plans, plan kickoff meetings.
• Site assessment: identify location, access constraints, and brownfield/greenfield status.
• Scope execution: define structures, equipment, and systems based on drawings.
• Schedule management: monitor milestones, escalate delays as needed.
• Material management: verify BOMs, deliveries, and storage.
• Environmental & safety: ensure permits and SWPPP compliance.
• Safety leadership: enforce HASP and conduct daily safety meetings.
• Field QA: ensure spec compliance, perform walkdowns, document progress.
• Reporting: collect data and submit weekly reports.
• Budget & contract: track variances, review invoices, manage cost drivers.
• Team coordination: communicate with PM and manage contractor relationships.

About the role: Location is near Abilene, TX

We are looking for a Construction Manager (Substation & Transmission) on behalf of our client. This is a 1-year contract assignment. (W-2) The Construction Manager (CM) serves as the field leader responsible for the safe, efficient, and successful execution of substation and transmission construction projects. Being the primary liaison between field activities and the General Manager, the CM ensures adherence to engineering design, contract requirements, environmental regulations, safety standards, and project schedules. You will have 20% office responsibilities and 80% field oversight.

Location: near Abilene, TX and per diem available.

1-year contract assignment. (W-2)

Key Responsibilities:

1. Pre-Construction Preparation: Review and understand all contract documents, Review contractor Safety Plan; coordinate with Safety team. Conduct kickoff meetings and orientations. Understand permits, agreements, drawings, schedules, QA/QC, submittals. Set expectations and train the team.
2. Project Location & Site Assessment: Identify county, town, site. Determine greenfield or brownfield. Assess access and constraints.
3. Scope of Work Execution: Review drawings, specs, engineering packages. Define structures, equipment, systems. Identify demolition needs. Align with engineering documents.
4. Schedule & Timeline Management: Ensure schedule adherence. Monitor milestones and project planning. Escalate delays.
5. Material Management: Compare drawings with EOR BOM. Confirm material delivery and storage. Verify nameplates/specs. Track shortages and damages.
6. Environmental & Regulatory Compliance: Confirm permits. Ensure SWPPP and environmental compliance. Coordinate crossing approvals.
7. Safety Leadership: Enforce HASP, Encourage proactive safety culture, and Conduct daily safety meetings.
8. Field Oversight & QA: Ensure compliance with specifications, Conduct daily walkdowns, and Document progress.
9. Reporting & Tracking: Collect own data. Submit weekly reports and trackers. Manage team reporting.
10. Fiscal Oversight: Track variances. Review invoices. Identify cost drivers.
11. Contract Management: Ensure compliance with contract. Address non-conformances.
12. Communication & Team member Management: Maintain contractor relationships. Communicate with PM. Direct public inquiries.
13. Resource Coordination: Use environmental, safety, Subject Matter Expert, and land teams.
