Role Overview

The Network Construction Manager will be responsible for managing the day-to-day field construction activities for wireless Small Cell Node and fiber projects throughout Northern California. This person will coordinate contractors, vendors, engineering teams, utilities, municipalities, and internal project teams to ensure wireless nodes and associated fiber infrastructure are constructed safely, correctly, on schedule, and within budget.

The ideal candidate should have direct hands-on experience building and integrating Small Cell Nodes, including knowledge of RF Sweep/PIM testing, construction drawings, fiber/OSP construction, permitting, and contractor management. The manager specifically wants someone with an OSHA 10 certification and experience using Excel trackers for project/report tracking.

Key Responsibilities

• Manage the construction and deployment of Small Cell Wireless Nodes and associated fiber projects within the Right of Way (ROW).
• Direct and coordinate contractors, subcontractors, vendors, and field crews throughout the construction process.
• Oversee Small Cell Node builds on streetlights, traffic signals, wood poles, and other vertical assets.
• Ensure nodes are properly constructed, integrated, tested, and brought to closeout according to project specifications.
• Manage both aerial and underground fiber/OSP construction activities.
• Review construction plans, drawings, and specifications to ensure projects are constructible and accurate.
• Coordinate permitting, traffic control, pole access, conduit licensing, and utility requirements before construction begins.
• Work with cities, municipalities, utilities, and state/local agencies regarding permits, inspections, and construction requirements.
• Monitor project schedules, milestones, costs, materials, and contractor performance.
• Maintain accurate project information in tracking systems and Excel trackers.
• Prepare and maintain reports covering project status, milestones, costs, completion, issues, and closeout.
• Use Excel functions such as sorting, lookups, and pivot tables for project tracking and reporting.
• Work closely with Node Design, Fiber Engineering, RF Engineering, Utilities, Permitting, NOC, Field Operations, and Project Management teams.
• Develop Bills of Materials (BOMs), order materials, and track third-party material deliveries.
• Conduct construction reviews and field inspections to verify compliance with specifications.
• Identify construction issues and coordinate corrective actions with vendors and engineering teams.
• Ensure contractors meet required quality, safety, schedule, and budget expectations.
• Participate in vendor selection and evaluation.
• Serve as a field Safety Observer and Quality Assurance representative.
• Attend safety meetings, city/utility meetings, field inspections, and construction reviews.
• Monitor punch-list items and ensure all deficiencies are corrected before project closeout.
• Provide regular project updates to supervisors, managers, leadership, and project management teams.
• Identify process improvements that can improve construction quality, efficiency, and delivery.
• Manage multiple projects and priorities simultaneously while maintaining strong attention to detail.
