Job summary

RK&K is seeking an experienced Construction Manager to lead Construction Inspection (CI) teams on complex highway and bridge projects in the Harrisburg, Allentown, and Scranton regions.

You will supervise CI staff, manage client agreements, and drive regional growth while ensuring safety, quality, and compliance across projects.

Qualifications

  • Six years in construction inspection or construction management on heavy highway/bridge projects.
  • Four years of leadership, supervisory, or management experience.

Responsibilities

  • Drive regional growth through client relationships, teaming, and market expansion.
  • Coordinate with leadership on strategic business development and project pursuits.
  • Manage consultant agreements, budgets, and contract modifications.
  • Serve as Construction Management Project Administrator to support RK&K’s CI presence.
  • Lead and mentor multiple CI teams and assign staff per project needs.
  • Conduct field visits and QA/QC reviews of inspection personnel and docs.
  • Review inspector reports for completeness and accuracy.
  • Monitor staff performance and training needs; support retention.
  • Promote company procedures, safety, and quality standards.
  • Support recruitment, onboarding, and development of CI personnel.

Job description

RK&K is growing and seeking an experienced Construction Manager to oversee Construction Inspection (CI) Teams on complex highway and bridge projects throughout the Harrisburg, Allentown, and Scranton regions. This leadership role is responsible for overseeing construction inspection staff, managing client agreements, fostering strong client relationships, and supporting business growth initiatives throughout the region.

Essential Functions
  • Drive regional growth through client relationship development, teaming strategies, market expansion efforts, and effective utilization of technical resources.
  • Support business development efforts through client engagement, proposal preparation, and the pursuit of construction inspection opportunities.
  • Coordinate with company leadership on strategic business development initiatives and project pursuits.
  • Manage construction inspection consultant agreements, budgets, labor utilization, contract modifications, and supplemental agreements.
  • Serve as a Construction Management Project Administrator on selected projects and assignments to support the continued growth of RK&K's Construction Inspection (CEI) presence within the region.
  • Lead, mentor, and provide technical guidance to multiple construction inspection teams within the assigned region.
  • Assign inspection staff to projects based on qualifications, workload, project requirements, and client needs.
  • Conduct periodic field visits and perform quality assurance/quality control (QA/QC) reviews of inspection personnel and project documentation.
  • Review inspector reports and documentation for completeness, accuracy, and consistency.
  • Monitor staff performance, productivity, training needs, and professional development.
  • Promote the consistent application of company procedures, safety practices, and quality standards.
  • Support the recruitment, onboarding, development, and retention of construction inspection personnel.
Required Education, Skills, and Experience
  • Minimum of 6 years of experience in construction inspection or construction management on heavy highway and bridge projects.
  • At least 4 years of leadership, supervisory, or management experience.
  • Experience with PennDOT and/or the Pennsylvania Turnpike Commission is required.
  • Proficiency with Microsoft Office Suite.
  • Strong verbal and written communication, organizational, and interpersonal skills.
  • Ability to build and maintain effective relationships with clients, staff, and project stakeholders.
  • Willingness and ability to travel throughout the region as required.
Preferred Skills and Experience
  • B.S. or M.S. in Civil Engineering or related field
  • Certified Construction Manager (CCM)
  • NICET Level 3 or higher in Transportation / Highway Construction
  • E.I.T. or P.E. license
  • Contractor, Inspection, or Management experience on PennDOT projects.
