About the Role

PADCOM Design & Construction Management Services is seeking a Construction Manager III – TDIP Construction Manager to support major terminal modernization projects at Los Angeles International Airport.

This role is responsible for managing and coordinating construction activities performed by contractors and construction partners across assigned TDIP projects. The Construction Manager serves as a key liaison between contractors, stakeholders, project teams, and airport operations, ensuring projects are delivered safely, on schedule, within budget, and in compliance with LAWA standards.

The Terminal Development Improvement Program (TDIP) is a major capital improvement initiative focused on modernizing passenger terminals to improve customer experience, operational efficiency, safety, and airport connectivity.

Key Responsibilities
  • Manage and monitor all on-site construction activities associated with assigned projects.
  • Coordinate with contractors, stakeholders, and project teams during pre-construction and construction phases.
  • Ensure construction operations comply with approved work plans, Area Shutdown Requests (ASRs), and notification requirements.
  • Maintain thorough understanding of contract requirements, technical specifications, and project obligations.
  • Ensure construction work is performed in accordance with the latest approved plans, specifications, RFIs, submittals, and contract modifications.
  • Work with contractors and stakeholders to develop construction strategies, schedules, milestones, and priorities.
  • Monitor project budgets, staffing plans, material resources, and equipment utilization.
  • Coordinate manpower, materials, and equipment to maximize efficiency and maintain schedule performance.
  • Identify potential project risks and implement preventative actions to avoid delays and disruptions.
  • Promote safe construction practices and ensure compliance with quality standards.
  • Prepare periodic reports detailing construction progress, schedule status, and project performance.
  • Review and evaluate contractor change order requests and negotiate resolutions when required.
  • Participate in project coordination meetings with contractors, trade partners, stakeholders, and airport operations personnel.
  • Ensure implementation of project policies, procedures, labor agreements, and safety requirements.
  • Support testing, commissioning, turnover, and project closeout activities.
  • Collaborate with stakeholders to achieve program goals and successful project delivery.
Minimum Qualifications
Education
  • Bachelor’s degree in Construction Management, Engineering, or related field required
Experience
  • Minimum 10 years of construction management experience
  • Experience managing projects valued at more than $100 million
  • Experience working in active or operational environments
  • Experience with Design-Bid-Build, CMAR, and Design-Build delivery methods
  • Proven ability to perform in a management capacity
Preferred Qualifications
  • Experience managing airport or aviation infrastructure projects
  • Experience supporting terminal, concourse, headhouse, or civil/site construction projects
  • Professional certifications such as PMP, PE, LEED, AAAE, AICP, CCM, or similar credentials
  • Experience with large-scale capital improvement programs
Skills & Knowledge
  • Strong knowledge of construction contracting practices and methodologies
  • Comprehensive understanding of the construction lifecycle from pre-construction through project closeout
  • Strong leadership and stakeholder management skills
  • Ability to manage project scope, schedule, budget, and quality objectives simultaneously
  • Excellent written and verbal communication skills
  • Strong problem-solving and decision-making abilities
  • Proficiency in Microsoft Office Suite and Bluebeam
  • Familiarity with PMWeb and project management information systems
Work Conditions & Requirements
  • Onsite position at LAX (not remote)
  • May require extended hours, night work, or weekend work as needed
  • Consultant must provide company laptop and cell phone
  • LAWA will provide desktop computer access for project systems
  • Transportation to and from the project site is the employee’s responsibility
  • Must be able to work within active airport operational environments
