Job summary

SteerBridge, Inc. is seeking a Construction Manager – Electrical Engineer (CM-EE) to provide specialized electrical engineering and construction management support for VA Medical Facilities in a healthcare setting.

You will act as the owner’s representative, guiding planning, design review, procurement, construction, testing, commissioning, and closeout while minimizing disruption to patient care. The CM-EE will collaborate with VA personnel, architects, engineers, and contractors, applying

Qualifications

  • Licensed professional engineer with a degree in Electrical Engineering.
  • Minimum of six years of design and construction experience.
  • Ability to understand and apply local, state, and federal jurisdictional requirements.
  • Knowledge of construction contract documents and electrical systems.
  • Strong written and verbal communication; proficiency with MS Office.
  • Eligibility to obtain Public Trust Clearance and VA PIV badge.

Responsibilities

  • Serve as the Government’s owner’s representative for electrical engineering matters throughout all phases of assigned construction projects.
  • Provide construction management and technical support during project planning, design review, procurement, construction, commissioning/acceptance, and closeout activities.
  • Review plans, specs, SOWs, RFIs, change requests, contractor proposals, schedules, and other project documentation for completeness and compliance.
  • Evaluate field conditions and electrical design-related risks; provide practical recommendations to support project delivery.
  • Coordinate with VA staff, architects, engineers, contractors, and other stakeholders to resolve technical issues and maintain progress.
  • Participate in planning, constructability reviews, site investigations, phasing discussions, value-management, schedule reviews, cost/change evaluations, and risk assessments.
  • Monitor contractor performance; document deficiencies and verify alignment with plans and schedules.
  • Maintain accurate project records, reports, logs, and correspondence per VA and contract requirements.
  • Support evaluation of changes, schedule/cost impacts, contractor claims, and corrective actions.
  • Apply local, state, federal requirements while construction occurs in occupied healthcare environments.
  • Perform duties with regard to patient safety and infection control.

Position Overview

The Construction Manager — Electrical Engineer (CM-EE) provides specialized electrical engineering and construction management support for a diverse portfolio of construction, renovation, infrastructure modernization, utility, and facility improvement projects at Veterans Affairs Medical Facilities. Serving as the Government’s owner’s representative within the assigned discipline, the CM-EE supports project planning, design, procurement, construction, testing/commissioning as applicable, and closeout activities within an active healthcare environment.

The CM-EE applies sound professional judgment to evaluate project documentation, assess constructability and compliance, identify technical and project‑delivery risks, and support successful execution. Working collaboratively with VA personnel, architects, engineers, contractors, consultants, and multidisciplinary stakeholders, the CM-EE helps facilitate project delivery while minimizing disruption to patient care, hospital operations, and ongoing medical services.

Mode
  • This is a full-time, onsite position. Location for this position is: Montgomery/Tuskegee Alabama VA Health Care System
  • Employees are expected to report to the designated work location during scheduled work hours.
  • Any required travel is the employee's responsibility and is not compensated unless otherwise required by applicable law.
  • The company does not provide a company vehicle. Employees must use their own transportation when travel is required.
Key Responsibilities

The Construction Manager – Electrical Engineer is expected to:

  • Serve as the Government’s owner’s representative for electrical engineering matters throughout all phases of assigned construction projects.
  • Provide construction management and technical support during project planning, design review, procurement, construction, commissioning/acceptance, and closeout activities, as applicable to the discipline.
  • Review plans, specifications, statements of work, submittals, Requests for Information (RFIs), change requests, contractor proposals, schedules, and other project documentation for completeness, constructability, and compliance with contract requirements.
  • Evaluate field conditions and project documentation related to electrical design review, electrical systems, power distribution, lighting, emergency power, communications, fire alarm, code compliance, constructability, and facility operations; identify deficiencies, risks, conflicts, and potential impacts, and provide practical recommendations to support project delivery.
  • Coordinate with VA staff, architects, engineers, contractors, consultants, and other project stakeholders to resolve technical and administrative issues and maintain project progress.
  • Participate in planning, constructability reviews, site investigations, phasing discussions, value‑management efforts, schedule reviews, cost/change evaluations, and risk assessments within the scope of the assigned role.
  • Monitor contractor performance through routine site observations and document reviews; document deficiencies, track corrective actions, and verify alignment with approved plans, specifications, schedules, and applicable requirements.
  • Maintain accurate project records, reports, logs, meeting documentation, correspondence, and other required work products in accordance with VA and contract requirements.
  • Support evaluation of proposed changes, schedule and cost impacts, contractor claims, and corrective‑action strategies within the assigned discipline.
  • Apply applicable local, state, federal, and VA requirements while supporting construction in occupied healthcare and other mission‑critical environments.
  • Perform all duties with consideration for patient safety, infection control, continuity of healthcare operations, and the unique challenges associated with construction within occupied facilities.
Reporting Relationships
  • Direct administrative report: Regional Manager.
  • Operational direction: Government Contracting Officer’s Representative
  • Day‑to‑day supervision: Onsite Task Order Lead
Required Qualifications
  • Licensed professional engineer with a degree in Electrical Engineering from an accredited institution of higher education.
  • Minimum of six (6) years of experience in both design and construction.
  • Ability to quickly understand and apply local, state, and federal jurisdictional requirements, considering the requirements of the project.
  • Knowledge of construction contract documents, including front‑end and technical specifications and drawings, sufficient to assess electrical‑system requirements, materials, methods, and installation requirements.
  • Strong technical, communication, language, and software skills.
  • Proficiency with Microsoft Office Suite and applicable construction management, scheduling, technical, or document management software required for the position.
  • Eligibility to obtain a Public Trust Clearance and Veterans Affairs PIV badge.
Preferred Qualifications
  • Experience supporting federal, Veterans Affairs, healthcare, occupied‑facility, or other mission‑critical construction programs.
  • Current professional engineering licensure in electrical engineering.
  • Familiarity with VA design/construction standards, Technical Information Library (TIL), applicable federal criteria, and relevant electrical codes and standards.
  • Experience with healthcare electrical infrastructure, including normal and emergency power distribution, generator systems, automatic transfer switches, lighting, low‑voltage systems, fire alarm, communications, and coordination with other building systems.
  • Demonstrated ability to manage multiple concurrent projects, task orders, priorities, and deadlines while working independently and collaboratively within multidisciplinary teams.
  • Strong written and verbal communication skills, including preparation of technical reports, field observations, meeting documentation, analyses, and recommendations.
Physical Requirements
  • Must be physically capable of conducting routine inspections, site visits, and field verification activities throughout active construction environments.
  • Ability to walk, stand, climb stairs and ladders (as applicable), and access various areas of construction sites for extended periods.
  • Ability to work in offices, mechanical rooms, utility spaces, and other industrial or construction environments as necessary to perform assigned duties.
  • Must be able to safely navigate uneven terrain, confined work areas, and changing site conditions.
  • May occasionally be required to lift, carry, push, or pull materials or equipment weighing up to 50 pounds.
  • Must be able to wear and properly use required personal protective equipment (PPE), including but not limited to hard hats, safety glasses, high‑visibility clothing, gloves, and other job‑specific safety equipment. The company provides required PPE; employees are responsible for providing steel‑toed footwear, which is eligible for a one‑time reimbursement in accordance with company policy.
