Ho’olaulima Government Solutions LLC (HGS) is seeking a Construction Manager to support NAVFAC Hawaii project efforts at Joint Base Pearl Harbor-Hickam. You will provide construction oversight, QA/QC coordination, and technical reviews across design, construction, commissioning, and closeout activities for energy and infrastructure improvements.

Responsibilities include coordinating RFIs, reviewing plans for constructability, and ensuring environmental protections. A U.S.

Competenze

• Bachelor’s degree from an accredited college in architecture or engineering.
• Appropriate construction management experience to independently perform the required services.
• Knowledge of multidisciplinary architectural and engineering principles, construction practices, methods, and construction management.
• Strong written and verbal communication skills in English.
• Current NAVFAC or USACE Construction Quality Management (CQM) certification, or ability to obtain it before the start of employment.
• Ability to perform construction site inspections involving prolonged standing, walking over uneven terrain, bending, crouching, reaching, and climbing ladders.
• Be a United States (U.S.) citizen.
• Ability to obtain and maintain a DoD Common Access Card (CAC).
• Proficiency in Microsoft Word, Excel, PowerPoint, and Microsoft Project.
• Strong understanding of construction concepts, principles, and practices applicable to multidisciplinary engineering projects.
• Thorough knowledge of construction practices and methods and construction management skills.
• Valid U.S. driver’s license and ability to drive on Government installations.

• Review RFIs and coordinate with Government subject matter experts.
• Conduct QA of the construction contractor’s quality control program and provide recommendations.
• Review construction plans for constructability.
• Monitor environmental protection compliance and document findings.
• Review submittals, quality control plans, safety reports, schedules, and as-built updates; provide findings.
• Perform QA reviews of contractors’ quality control programs.
• Conduct field investigations and site inspections to document conditions and progress.
• Monitor environmental protection compliance and report concerns.
• Update project status reports weekly.
• Document and report contractor noncompliance with quality and safety requirements.
• Monitor surveying, materials testing, and system testing and provide documentation.
• Prepare weekly status reports and meeting minutes.
• Attend coordination meetings with Government representatives and contractors.
• Support coordination of outages and inspections.
• Assist Government Construction Manager with mishap investigations.
• Document suspected labor standards violations.
• Prepare draft warranty letters and support project closeout.
• Submit reports via the Construction Management Program Manager for Government review.
