Job summary

The International Association of Plumbing and Mechanical Officials (IAPMO) in Pittsburgh seeks a Project Manager to lead heavy civil construction projects from planning through completion, ensuring safety, on-schedule delivery and budget adherence.

General Summary:

The Project Manager serves as the primary company representative for assigned construction projects and is responsible for the overall coordination, execution, financial performance, and successful completion of each project. Acting as the primary liaison between the customer and the project team, the Project Manager oversees all phases of project management, including planning, scheduling, budgeting, procurement, documentation, and client communication.

Working closely with Superintendents, Foremen, Estimating, Accounting, and Senior Management, the Project Manager monitors project progress, evaluates schedule and budget performance, manages change orders, and provides proactive solutions to ensure project objectives are achieved while maintaining strong customer relationships.

Responsibilities:
  • Manage all phases of construction projects from pre-construction through project closeout.
  • Adhere to and follow the established Project Cycle.
  • Review and gain familiarity with project plans, specifications, addenda, and scope of work.
  • Coordinate project schedules, budgets, and resources to ensure successful project execution.
  • Manage project documentation, including permits, licenses, submittals, RFIs, work plans, and change orders.
  • Procure major materials, subcontractors, and equipment rentals.
  • Collaborate with Senior Management to establish project goals and objectives.
  • Work closely with Superintendents and Foremen to plan, organize, and direct construction activities.
  • Serve as the primary liaison between owners, owners' representatives, and the project team.
  • Monitor project financial performance, schedules, and overall progress.
  • Identify project risks, communicate concerns to leadership, and develop corrective action plans.Lead and participate in project meetings with clients, subcontractors, and internal teams.
  • Prepare project status reports and communicate progress to senior leadership.
  • Review project costs, assist with cost coding, and approve subcontractor and supplier invoices.
  • Support the Estimating Department with takeoffs, pricing, bid reviews, and pre-bid meetings as needed.
  • Maintain strong client relationships while ensuring company objectives are achieved.
Education:
  • Bachelor's degree in Civil Engineering, Construction Management, Business Administration, or a related field preferred.
  • Equivalent heavy civil construction experience may be considered in lieu of a degree.
Work Experience:
  • Three (3) to five (5) years of project management experience in construction or heavy civil environments.
  • Experience managing heavy civil construction projects including paving, underground utilities, concrete, and grading preferred.
Knowledge, Skills, and Abilities:
  • Knowledge of HCSS HeavyBid and HeavyJob software is a plus.
  • Strong understanding of heavy civil construction methods and practices.
  • Knowledge of union agreements, prevailing wage requirements, and construction contracts.
  • Ability to manage multiple projects in a fast-paced, high-production environment.
  • Strong financial and schedule management skills.
  • Excellent leadership, decision-making, and organizational abilities.
  • Strong written and verbal communication skills.
  • Ability to build and maintain positive client and team relationships.
  • High level of accuracy and attention to detail.
Work Environment:

This position operates in both office and field environments and requires frequent interaction with project teams, clients, subcontractors, suppliers, and company leadership. The role involves managing multiple priorities while maintaining high standards of safety, quality, customer service, and project performance. Regular visits to active construction sites are required.
