Job summary

Project Solutions, Inc. seeks a Construction Management Representative to support the Government's quality assurance for pavement preservation at Harpers Ferry NM, MD. You will oversee on-site observation, documentation, inspection, and reporting during a 150-day performance period.

Responsibilities include coordination with NPS, COR, and contractor, and assistance with meetings, submittals, and testing. OSHA 30-hour required; 5+ years on-site control experience. Contingent upon award.

Qualifications

  • Education or qualifications related to construction management or heavy civil construction.
  • Active professional registration and/or relevant construction certifications.
  • OSHA 30-hour Construction Safety Training required.
  • Minimum 5 years of on-site control experience on construction projects.
  • Experience with pavement preservation activities (chip seal, slurry seal).
  • Knowledge of earthwork, drainage, and heavy civil construction processes.

Responsibilities

  • Provide on-site construction management and QA support for pavement preservation.
  • Monitor daily operations for compliance with plans, specs and safety standards.
  • Prepare daily inspection reports, progress reports, photos, and logs.
  • Review RFIs, submittals, and contractor documentation; advise Government as needed.
  • Coordinate with NPS, contractor, park staff, COR, and stakeholders on progress.
  • Support meetings with agendas, minutes, and action tracking.
  • Oversee material sampling/testing and report results per specs.
  • Assist with controls and closeout, including schedules and cost estimates.

Position/Project Overview

Project Solutions Inc. is seeking a Construction Management Representative to support the Government's quality assurance efforts and oversight of pavement preservation construction activities at the HAFE Pavement Preservation Project at Harpers Ferry National Historical Park, Maryland. The selected individual will be responsible for the on‑site observation, documentation, inspection, reporting, coordination, and technical support throughout the project's 150-day period of performance.

This role is contingent upon award of project.

Responsibilities and Duties
  • Provide on-site construction management and quality assurance support for pavement preservation activities, ensuring the contractor's Quality Control Plan is implemented and functioning effectively
  • Monitor and inspect daily construction operations to verify compliance with project plans, specifications, contract requirements, and applicable safety standards
  • Prepare and maintain project documentation, including daily inspection reports, weekly progress reports, photographic records, deficiency logs, meeting minutes, and project correspondence
  • Review and track submittals, Requests for Information (RFIs), contractor documentation, and other construction administration items, providing recommendations to the Government as needed
  • Coordinate and communicate with the National Park Service, contractor, park staff, Contracting Officer's Representative (COR), and other project stakeholders regarding project progress, issues, and construction activities
  • Support construction meetings by preparing agendas, facilitating discussions, documenting outcomes, and tracking action items and project milestones
  • Oversee material sampling and testing activities, coordinate with accredited laboratories, and document and report testing results in accordance with project specifications
  • Assist with project controls and closeout activities, including schedule reviews, cost estimate support, progress payment verification, punch‑list management, and final project documentation
Required Education, Knowledge and Skills
Education/Certification
  • Education and/or professional qualifications related to construction management or heavy civil construction
  • Active professional registration and/or relevant construction-related certifications
  • OSHA 30‑Hour Construction Safety Training required
Experience
  • Minimum 5 years of experience with the three phases of on‑site control
  • Experience providing construction management and inspection services on construction projects
  • Experience with pavement preservation activities, including chip seal, slurry seal, and asphalt paving work
  • Knowledge of earthwork, storm drainage, and heavy civil construction projects
  • Experience with asphalt pavement sampling, testing, inspections, and quality assurance/quality control processes
  • Experience reviewing and processing submittals, RFIs, change orders, field reports, and project documentation
  • Experience working with Federal Government Project Managers and Contracting Officer's Representatives (CORs) during construction projects
  • Experience coordinating resource protection measures to minimize construction-related impacts to natural and cultural resources
Key Attributes & Skills
  • Strong knowledge of pavement preservation and asphalt paving practices, including chip seal and slurry seal applications
  • Ability to monitor construction activities and verify compliance with project plans, specifications, and quality requirements
  • Experience with construction documentation, reporting, and record‑keeping, including daily reports, meeting minutes, and project logs
  • Knowledge of material sampling, testing, and inspection processes for asphalt and pavement‑related work
  • Strong written and verbal communication skills, with the ability to coordinate effectively with contractors, project teams, and Government representatives
  • Experience reviewing submittals, RFIs, change requests, and other construction administration documents
  • Proficiency with Microsoft Word, Excel, Teams, Project, and other project management and scheduling software
  • Knowledge of construction safety requirements and commitment to maintaining a safe work environment
