Job summary

Project Solutions, Inc. is seeking experienced, full‑time Construction Management Representatives to support National Park Service projects across the Mountain West region, including Arizona, California, and Wyoming.

These on‑site roles involve monitoring work, reviewing documents, and coordinating with stakeholders. Qualified candidates will have a four‑year ABET‑accredited engineering degree, OSHA 30, and CQM‑C certification, with at least five years of relevant construction experience and

Responsibilities

  • Observe and monitor construction activities to ensure work aligns with contract requirements and quality standards
  • Document daily field activities, including deliveries, progress, and deficiencies, and produce regular reports
  • Review and analyze project documentation: submittals, RFIs, schedules, payroll, payment requests, and as‑built drawings
  • Verify construction work and materials meet contract specifications
  • Monitor safety compliance and report incidents to Government
  • Facilitate and lead meetings, including weekly progress meetings, with agendas and minutes
  • Coordinate and document inspections (preparatory, initial, follow-up)
  • Review schedules and Time Impact Analyses (TIA) and recovery plans
  • Assist with cost estimating and Independent Government Estimates
  • Support contract administration and negotiations, including scope development and field investigations
  • Maintain and organize project records (contracts, reports, change orders, closeout)
  • Communicate with Government representatives (COR/CO) on technical issues without directing the contractor

Location: Mountain West Region – Arizona, California, and Wyoming (various National Park Service locations) Period of Performance: Varies by project; typically one (1) base year with option years

Position Overview

Project Solutions Inc. is seeking experienced, full‑time Construction Management Representatives (CMRs) to support upcoming National Park Service (NPS) construction projects throughout the Mountain West region, including Arizona, California, and Wyoming. Anticipated projects focus on water and wastewater infrastructure, including wastewater treatment plant replacements and upgrades, water distribution and collection systems, piping, storage and holding tanks, and related site and utility work.

Many of these projects are multi‑year construction efforts located in remote park settings, often spanning multiple construction seasons due to project scale and location. The role is to serve as an on‑site Construction Management Representative, providing construction management support such as monitoring work, reviewing documents, and facilitating communication between stakeholders.

This role is contingent upon award of project.

Responsibilities and Duties
  • Observe and monitor construction activities to ensure work is performed in accordance with contract requirements and quality standard
  • Document daily field activities, including material deliveries, work progress, and deficiencies, and prepare regular reports
  • Review and analyze project documentation, including submittals, RFIs, schedules, payrolls, payment requests, and as‑built drawings
  • Verify construction work and materials, ensuring they meet contract specifications before and during installation
  • Monitor construction quality and safety compliance, and report accidents or issues to the Government
  • Facilitate and lead meetings, including weekly progress meetings, and prepare agendas and meeting minutes
  • Coordinate and document inspections, including preparatory, initial, and follow‑up inspections
  • Review construction schedules and updates, including Time Impact Analyses and recovery plans
  • Perform or support cost estimating and proposal evaluations, including preparation of Independent Government Estimates
  • Support contract administration and negotiations, including scope development, field investigations, and documentation of negotiations
  • Maintain and organize project records, including contract documents, reports, change orders, and closeout documentation
  • Communicate with Government representatives (COR/CO) on technical issues and project status while not directing the construction contractor
Required Education, Skills, and Abilities
Education/Certification
  • Minimum of a four‑year Bachelor’s degree in either Engineering, Construction Technology, Construction Management or a related field
  • Degree must be from an ABET‑accredited engineering college or university
  • OSHA 30‑hour Construction Safety training (required)
  • Construction Quality Management for Contractors (CQM‑C) certification (required)
Experience
  • Minimum of five (5) years of relevant construction and/or engineering experience demonstrating knowledge of construction‑related activities
  • Experience in construction management and project coordination, including documentation and communication across stakeholders
  • Proven ability in ensuring compliance with contract documents, including reviewing requirements and verifying adherence during construction
  • Experience with inspection and verification of construction work, including reviewing as‑built drawings and validating installed work
  • Experience reviewing payment invoices and construction documentation, ensuring accuracy and completeness
  • Demonstrated experience in leading and facilitating meetings, including progress meetings and general coordination sessions
  • Experience in cost estimating and proposal analysis, including use of industry‑standard estimating tools and preparation of independent cost estimates
  • Experience in schedule review and analysis, including baseline schedules, progress updates, Time Impact Analyses (TIA), and recovery schedules using tools like Primavera or Microsoft Project
  • Experience working on projects of similar scope and complexity, including wastewater treatment plants, remote projects, and projects involving coordination with federal government personnel (PMs, COs, CORs)

  • Strong construction management knowledge, including understanding of construction processes, quality control, and project execution
  • Effective communication and coordination skills for interacting with Government representatives and facilitating meetings
  • Ability to interpret and apply contract documents, ensuring compliance with specifications and requirements
  • Inspection and observation skills to verify construction work, identify deficiencies, and ensure adherence to plans
  • Proficiency in cost estimating and analysis, including preparation of independent government estimates using industry‑standard tools
  • Strong schedule analysis capabilities, including reviewing baseline schedules, updates, Time Impact Analyses (TIA), and recovery plans
  • Computer literacy and software proficiency, including Microsoft Office (Word, Excel, Project, Teams), Adobe Acrobat, and construction management tools like Primavera and ProjectTeam
  • Knowledge of safety and compliance standards, including OSHA requirements and construction safety practices
  • Effective communication and coordination skills, including facilitating meetings and maintaining professional, neutral communication
  • Ability to observe, inspect, and evaluate construction work for quality, progress, and compliance
  • Physical ability to walk and climb regularly on‑site to monitor construction activities.
  • Ability to work independently in a field‑based environment
  • Strong attention to detail and documentation accuracy for construction records and reports
