The Civil Construction Manager (CM) at Motorola Solutions owns both pre-sale and post-sale physical construction requirements for regional civil projects. This strategic role manages the end-to-end lifecycle of civil construction projects by collaborating closely with System Engineering, Project Managers, and a network of specialized subcontractors. The Civil Construction Manager drives overall project execution, optimizing site development and constructability from the initial bid phase through final physical acceptance. Moving beyond purely tactical field tasks, this position focuses on strategic regional alignment, risk mitigation, and leveraging vendor partnerships to coordinate physical site requirements efficiently.
Site Appraisals & Strategy: Partnering to conduct site walks and constructability appraisals to evaluate site access and physical constraints.
Design & Feasibility Consultation: Review site drawings and specifications to advise on construction feasibility, potential cost-saving opportunities, and materials availability.
Regulatory & Compliance Tracking: Monitor and report on key regulatory gating hurdles (such as Zoning, SHPO, NEPA/Limited NEPA, Phase I Environmental, and Permits) using a flagged tracking system to proactively manage schedule risks.
Subcontractor Pre-qualification: Coordinate contractor bid walks, evaluate subcontractor qualifications, and support final negotiations.
Site Mobilization Preparation: Coordinate early groundwork items including underground utility staking, access clearing, and preliminary construction scheduling.
Constructability & Planning Leadership: Develop and submit detailed Construction Execution Plans to establish clear, efficient field procedures. Lead multi-disciplinary team reviews to evaluate site layouts and design considerations, maintaining an active Constructability Issues Log to document and capture cost/schedule benefits.
Construction Oversight – A&E Collaboration: Partner with selected Architectural & Engineering (A&E) firms to develop, review, and finalize detailed site plans and specifications.
Subcontractor & Safety Management: Direct and coordinate on-site subcontractor work to ensure absolute compliance with quality standards, R56 grounding requirements, and safety protocols. (Note: The CM enforces standards but does not directly supervise contractors' specific technical methods.)
Progress & Cost Control: Monitor and measure actual progress against budgeted costs and resources, delivering weekly progress updates and correcting cost/schedule fluctuations.
Site Acceptance & Integration: Coordinate component testing, final site inspections, and utility turn-ups (such as generator and UPS start-ups).
Closeout & Hand-off: Identify and resolve punch-list items, review final contractor closeout packages (such as as-built drawings and lien releases), and coordinate the final hand-off to the customer.
