Job summary

Halff is seeking an experienced Construction Inspector in San Antonio, TX to join our Public Works/Land Development team. You will lead on-site inspections, verify plans and specifications, and coordinate materials testing to ensure quality and regulatory compliance.

With 5+ years of experience and a valid Texas driver’s license, you will also mentor junior inspectors and help develop procedures while supporting projects across roadways, drainage, water, and parks.

Qualifications

  • 5+ years of construction inspection experience on TxDOT or local infrastructure projects.
  • Valid Texas Driver’s License and reliable transportation.
  • Strong written and verbal communication skills.
  • Ability to read and interpret plans, schematics, blueprints, maps, and other construction documents.

Construction Inspector, Public Infrastructure/Land Development, San Antonio, TX

Halff is looking for an experienced Construction Inspector to join our Public Works/Land Development team in San Antonio, TX. The ideal candidate will bring at least 5 years of construction inspection experience conducting on-site inspections to ensure construction projects adhere to design specifications, codes, and regulations.

This position supports construction services by overseeing and monitoring inspections of construction methods and workmanship to ensure compliance with plans and specifications; training other construction inspection personnel; maintaining working relationships with internal and external customers and contractor staff; assisting with the development of policies and procedures for the construction services team; and providing highly advanced problem resolution on complex projects. Projects will include, but are not limited to, observing the construction of public and private infrastructure projects such as roadways, storm drainage systems, pipelines for water supply and sewage collection, city parks and facilities, civil site design, and/or other utilities.

What You Will Do
  • Lead and perform on-site inspections of construction activities, materials, and workmanship to ensure compliance with project plans, specifications, contract requirements, and industry standards.
  • Review and interpret construction plans and specifications and verify contractor work methods, techniques, and performance for quality and compliance.
  • Coordinate and oversee materials testing activities to ensure timely and accurate testing results.
  • Conduct Storm Water Pollution Prevention Plan (SWPPP) and Texas Pollutant Discharge Elimination System (TPDES) inspections and ensure regulatory compliance.
  • Monitor project phasing and traffic control operations to ensure adherence to specifications, safety regulations, and the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
  • Monitor and enforce safety protocols to maintain a safe work environment.
  • Resolve discrepancies and differences in the interpretation of plans and specifications.
  • Coordinate with Project Engineers, resident project representatives, contractors, and other stakeholders regarding construction progress, equipment utilization, schedules, and project issues.
  • Review construction records, inspection reports, and audits to ensure contract compliance and project documentation accuracy.
  • Make staffing and scheduling recommendations and develop staffing plans based on project work activities.
  • Prepare and maintain daily reports, field measurements, calculations, sketches, photographs, inspection records, testing results, and documentation of construction progress, issues, and discrepancies.
  • Provide support in preparing reports and documentation required by regulatory agencies.
  • Train, mentor, and provide guidance to less experienced inspectors.
What You Will Need
  • 5+ years of construction inspection experience on TxDOT or other local government infrastructure projects.
  • High School Diploma or equivalent required.
  • Valid Texas Driver’s License and reliable transportation required.
  • Strong written and verbal communication skills.
  • Detail-oriented with strong observational, analytical, and problem-solving abilities.
  • Knowledge of construction standards, inspection and evaluation techniques, engineering policies and procedures, and applicable testing methods and processes.
  • Familiarity with applicable local, state, and federal regulations, building codes, and industry standards.
  • Ability to read and interpret plans, schematics, blueprints, maps, and other construction documents.
  • Ability to perform calculations related to material quantities, labor estimates, expenses, technical survey data, and engineering applications.
  • Knowledge of construction safety practices, traffic control procedures, traffic management, and the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
  • Ability to build and maintain effective working relationships with clients, contractors, public agencies, and project stakeholders.
  • Experience leading, assigning, reviewing, and monitoring the work of others.
  • Self-directed professional with the ability to work independently and collaboratively in a team environment, maintaining a strong commitment to quality, integrity, and success.
  • Proficiency in the use of construction testing equipment, tools, computers, and applicable software applications.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Ability and flexibility to travel to various project sites for extended periods and work outside normal business hours as needed.
  • Ability to access and navigate construction sites, including prolonged periods of walking, climbing, standing, and lifting up to 20 pounds.
