The Department of Public Works Design Division plays a critical role in building new facilities and infrastructure as well as renewing and modernizing our vintage ones. We are an energetic and collaborative group of professionals in architecture and interior design and civil, structural, mechanical, electrical, and construction engineering. Our projects include a wide variety of public buildings and venues, and the development of parks, streetscapes, coastal and waterfront structures that are both integral and iconic to the Hampton Roads region. An exciting assortment of upcoming projects includes Renovations to the historic Chrysler Hall, Scope Arena Seating Expansion and Amenities Improvements, Half Moone Cruise Operations and Terminal Enhancements, and brand new facilities such as the new Maury High School, a Recreation/Library Facility with aquatics features, East Bute Street Parking Garage, Norfolk Animal Care Facility, and a Public Safety Facility, as well as a host of bridge and waterfront projects, parks improvements, and streetscape and drainage improvements.
The Design Division is looking to add an array of eager and talented professionals to our team to embark on an ambitious Capital Improvement Program approved by our City Council. We manage projects from cradle to grave, through design, procurement, and construction. We are seeking a Construction Inspector II to serve on our construction management and inspection team to observe, inspect, and document construction work performed on capital improvement projects to ensure the delivery of high-quality facilities for our citizens and visitors.
As a member of the Construction Bureau, responsible for construction observation, inspection, and documentation for capital improvement projects. Daily work includes visiting job sites, submitting Daily Inspection Reports, making sure the work follows the approved plans and specifications, reviewing submittals and payment applications, attending progress meetings, and generally overseeing work on City construction projects. Also responsible for coordination and interaction with other City departments, residents, consultants, contractors, and other stakeholders.
Departmental Hiring Salary Range: $46,589-$53,577
Essential Functions
Essential functions include but are not limited to:
- Ensures construction compliance with codes and checks for potential safety problems by reading and interpreting design drawings, preparing and reviewing drawings, conducting visual and physical inspections, examining and evaluating materials
- Independently perform on-site inspections within a construction environment, including walking and navigating without assistance.
- Ability to hear without limitation that could impede ability to discern the audible signals, such as the beeping of heavy equipment during reverse operations.
- Ability to proficiently ascend ladders, stairways and scaffolding to access elevated areas such as roofs.
- Have a valid Driver’s License.
- Able to read and interpret plans and specifications.
- Able to read a tape measure and calculate quantities.
- Experience with Microsoft Office Suite and proficiency in using mobile devices for communication, including sending and receiving emails, text, and photos.
- Generate both written and verbal reports daily
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Requires two (2) years of experience in a construction related field, commercial building construction preferred.
- Requires ability to read and interpret construction plans.

Construction related certifications are desirable.
Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
