Job summary

Kleinfelder in Perrysburg, OH is seeking a Housing Construction Inspector to support our Planning Department on Federal CDBG and HOME programs. The role focuses on residential rehabilitation with emphasis on 1-3 family dwellings and Ohio codes; candidates should have a strong background in residential construction and be willing to travel across Ohio.

This is available in full-time or part-time capacity. You will perform inspections, lead-based paint assessments, and coordinate with homeowners

Qualifications

• 0–3 years’ experience in preparing housing rehab specs and cost estimates for CHIP programs.
• Must be able to travel throughout Ohio.
• Licensed Lead-Based Paint Risk Assessor and Contractor/Supervisor per Ohio DOH; EPA RRP cert preferred.
• Knowledge of CDBG and HOME Programs is a plus.

Responsibilities

• Pre-application and preliminary inspection for housing rehab projects.
• Full property inspection, pest inspection, lead-based paint risk assessment; collect samples and send to lab.
• Prepare specifications using lead report; discuss with homeowner.
• Coordinate with housing specialist; schedule Contractor Walk-Through.
• Hold Contractor Walk-Through; edit specs; issue addenda.
• Carry-out progress inspections for all projects.
• Prepare change orders and documentation.
• Complete final inspection, lead clearance, and paperwork for Ohio Dept of Health.
• Finalize punch lists, inspections, and payment requests to contractors.
• Maintain client files suitable for monitoring.

Our Planning Department team is looking for someone who is interested in making a difference in residential rehabilitation in communities all over Ohio. We are seeking a Housing Construction Inspector with strong residential construction background and knowledge of Ohio’s Residential Code for 1, 2, & 3 Family Dwellings and BOCA requirements.

This role is available in a full-time or part-time capacity.

Job Responsibilities:

• Pre-application, preliminary inspection (full application provided to client or property determined a walkaway)
• Full property inspection, pest inspection, lead-based paint risk assessment, detection of lead-based paint using XRF Analyzer, take lead any necessary samples and send to lab.
• Prepare specifications using lead report from XRF/Lab, confer with homeowner regarding improvements.
• Send specifications to housing specialist and schedule Contractor Walk-Through.
• Hold Contractor Walk-Through at property, edit/add to specs, issue Invitation to Bid Addendum, as necessary.
• Carry-out progress inspections for all individual projects.
• Prepare Change Orders/documentation, if any.
• Have final inspection, lead clearance, and final lead paperwork for Ohio Department of Health.
• Punch list/final inspections/final payment request to contractor.
• Contractor warranties and client satisfaction survey.
• Prepare/maintain client files and suitable for monitoring.

Position Requirements:

• 0-3 years’ experience in preparing housing rehabilitation work specifications and cost estimates for Community Housing Impact & Preservation (CHIP) Programs preferred.
• Working knowledge of Microsoft Word software preferred.
• Must have good communication skills and be able to travel throughout Ohio.
• Valid driver’s license and reliable transportation
• Licensed Lead-Based Paint Risk Assessor and Licensed Lead Contractor/Supervisor through the Ohio Department of Health; and EPA Renovation, Repair, and Painting (RRP) Certification preferred or to be successfully obtained within 3-6 months of hire.
• Knowledge and experience with the Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs a plus.
