Job summary

ASR International Corporation seeks Engineers and Architects (Civil, Mechanical, Electrical, Structural, or Architecture) to provide technical leadership and design support on construction projects at Dyess AFB under a 3-year contract. Positions span the base year and options, on-site at Dyess AFB.

Qualifications include a Bachelor's in relevant engineering/architecture fields (10+ years lead experience can substitute), proficiency in AutoCAD and cost estimating tools, and DoD clearance

Qualifications

• Bachelor's degree in Mechanical, Electrical, Civil, Structural Engineering, or Architecture; 10+ years lead-role experience may substitute.
• Ability to plan, organize, and lead complex studies, designs, and construction projects; manage processes/documents; negotiate effectively.
• Strong oral and written communication and negotiation skills; ability to maintain relationships at all levels.
• Proficiency in Microsoft Office, AutoCAD, cost estimating software, GIS; able to develop and use databases and GIS as decision tools.
• Valid driver's license; able to operate a vehicle on Dyess AFB.
• U.S. Citizenship required; consent to LEADS background check, DoD Confidential clearance and CAC, and work authorization in the United States.

Responsibilities

• Lead or support design and production of plans, specifications, drawings, and related documents for FSRM projects.
• Develop programming/execution documents including DD 1391s, SOWs/PWSs, and cost estimates.
• Prepare briefings, BBPs, memos, presentations, and technical correspondence.
• Perform QA/QC reviews of AE designs, data analysis, and regulatory compliance assessments.
• Maintain project tracking databases and support deliverable reviews for accuracy and compliance.
• Lead and participate in meetings with USACE, MAJCOM, and stakeholders.
• Support regulatory compliance, and project close-out processes; contribute to monthly status reporting.
• Ensure all products meet PWS performance thresholds.

Job description

ASR International is seeking Engineers and Architects (Civil, Mechanical, Electrical, Structural, or Architecture disciplines) to provide technical leadership and design support for construction projects at Dyess AFB under a 3‑year contract. Multiple positions are anticipated across the base year and option years.

Key Responsibilities

• Lead or support the design and production of plans, specifications, drawings, and related documents for FSRM projects.
• Provide strategic planning support and develop programming/execution documents including DD 1391s, SOWs/PWSs, and cost estimates.
• Prepare briefings, Bullet Background Papers (BBPs), memos, presentations, and technical correspondence.
• Perform technical reviews, QA/QC oversight of AE designs, data analysis, research/recommendations, and compliance assessments.
• Maintain project tracking databases, organize documentation, and support deliverable reviews for functional/technical accuracy and regulatory compliance.
• Participate in and lead technical interchange meetings, planning forums, and liaison activities with USACE, MAJCOM, and other stakeholders.
• Support conference/meeting facilitation, regulatory compliance (Air Force, federal, state, local), and project close‑out processes.
• Ensure all products meet PWS performance thresholds and contribute to monthly status reporting.

Minimum Qualifications

• Bachelor’s degree in Mechanical, Electrical, Civil, Structural Engineering, or Architecture. An extensive background (10+ years thoroughly documented & relevant lead‑role experience in construction & project management) may substitute for the degree.
• Ability to plan, organize, and lead others in complex studies, designs, and construction projects; record and manage processes/documentation; and negotiate effectively with management on proposals involving substantial resources or extensive changes to established concepts/procedures.
• Strong oral and written communication and negotiation skills; ability to maintain effective working relationships at all levels.
• Proficiency in Microsoft Office (Word, Access, Excel, PowerPoint), AutoCAD, cost estimating software, and common engineering programs. Ability to develop, maintain, and utilize databases and work with GIS as decision‑making tools.
• Valid driver’s license; ability to safely operate a vehicle on Dyess AFB (paved and gravel roads).
• U.S. Citizenship required. Must consent to and successfully complete LEADS background check, obtain DoD Confidential clearance and CAC, and have legal authorization to work in the United States.

Preferred Qualifications

• Prior DoD/Air Force civil engineering, FSRM, MILCON, or UMMC experience.
• Professional Engineer (PE) license or Architect registration (a plus).

Position Details

3 years Full‑time on‑site only. Normal duty hours 0730–1630; Multiple positions available. Must consent to LEADS background check. This position is contingent upon contract award and funding.
