Job summary

Accura Engineering and Consulting Services, Inc. seeks a Construction Control Representative to support projects at Dyess AFB, TX.

You will serve as the on-site quality assurance representative, monitoring contractor performance, ensuring contract compliance, and supporting project delivery from pre-construction to closeout. The role requires 5+ years in large construction programs, familiarity with DoD/USACE projects, and solid knowledge of RMS, OSHA, and construction documentation.

Qualifications

  • High school diploma or GED required; advanced degree preferred.
  • Minimum 5 years on large, complex construction projects.
  • Experience with DoD/USACE projects preferred.
  • Knowledge of construction methods, plans, specs, and documents.
  • Ability to read engineering drawings and shop drawings.
  • Experience with RMS 3.0 or similar software preferred.
  • OSHA knowledge and EM 385-1-1 familiarity preferred.
  • Strong written and verbal communication, organization, and documentation.

Responsibilities

  • Observe and inspect on-site construction per contract plans, specs, schedules, safety, and quality.
  • Perform daily site inspections and document activities using RMS and PM systems.
  • Monitor schedules and inform project team of delays or issues.
  • Review submittals, shop drawings, QC plans, safety plans, and certifications.
  • Coordinate RFIs with designers, engineers, and stakeholders.
  • Prepare correspondence on contractor performance and contract issues.
  • Conduct QA inspections through all construction phases.
  • Assist with scopes of work, estimates, modifications, and evaluations.
  • Review payment requests and assist with partial/final estimates.
  • Ensure OSHA and EM 385-1-1 compliance and site safety plans.
  • Maintain project records, logs, photos, and correspondence.
  • Support meetings, reviews, and site visits; assist closeout and warranty tracking.
  • Perform other duties as assigned.

Construction Control Representative-Dyess AFB
  • Work Location: Dyess AFB, TX***

Salary: Based on experience and will be discussed with manager in interview

REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen

Position Summary

The Construction Representative will support projects at Dyess AFB. The Construction Representative serves as the on-site quality assurance representative responsible for monitoring contractor performance, ensuring compliance with contract requirements, verifying construction quality, and supporting successful project delivery from pre-construction through project closeout.

Duties/Responsibilities
  • Observe and inspect construction activities to ensure compliance with contract plans, specifications, schedules, safety requirements, and quality standards.
  • Perform daily site inspections and document project activities, contractor performance, safety observations, work progress, and manpower levels using RMS and other project management systems.
  • Monitor construction schedules and advise the Resident Engineer, COR, and project team of potential delays, schedule impacts, or performance concerns.
  • Review and analyze contractor submittals, including shop drawings, quality control plans, safety plans, environmental plans, certifications, and progress schedules.
  • Participate in the review and processing of Requests for Information (RFIs), coordinating responses with designers, engineers, technical experts, and project stakeholders.
  • Prepare correspondence regarding contractor performance, Requests for Equitable Adjustments (REAs), contract compliance issues, and technical concerns.
  • Conduct quality assurance inspections throughout all phases of construction and verify compliance with the three-phase inspection process.
  • Assist in developing scopes of work, government estimates, contract modifications, and technical evaluations of contractor proposals.
  • Review contractor payment requests and assist in preparing partial and final payment estimates, including verification of quantities completed and materials stored on-site.
  • Monitor contractor compliance with OSHA standards, EM 385-1-1 Safety and Health Requirements Manual, environmental requirements, and site-specific safety plans.
  • Maintain project records, logs, reports, photographs, inspection documentation, and construction correspondence.
  • Support project meetings, progress reviews, partnering sessions, and customer site visits.
  • Assist with project closeout activities, punch-list inspections, turnover documentation, and warranty tracking.
  • Perform other duties as assigned.
Education/Experience
  • High School Diploma or GED required; Associate's or Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred.
  • Minimum of 5 years of experience supporting large, complex construction projects.
  • Experience with federal construction projects, Department of Defense (DoD), Air Force, or U.S. Army Corps of Engineers (USACE) projects strongly preferred.
  • Experience inspecting and monitoring construction quality, schedules, contractor performance, and contract compliance.
  • Working knowledge of construction methods, building systems, plans, specifications, and contract documents.
  • Experience with the USACE Three-Phase Quality Control System preferred.
  • Experience using RMS 3.0 or similar construction management software preferred.
  • Knowledge of OSHA regulations and EM 385-1-1 Safety and Health Requirements Manual preferred.
  • Ability to review and interpret engineering drawings, shop drawings, technical specifications, and construction schedules.
  • Strong written and verbal communication skills.
  • Strong organizational and documentation skills with attention to detail.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Ability to obtain and maintain access to military installations.
