Job summary

AE Works seeks an experienced Construction Architect/Engineer to join our on-site team for federal healthcare infrastructure upgrades at VA Pittsburgh facilities. You will provide senior leadership across design review, construction administration, scheduling, budgeting, and QA for EHRM upgrades.

The ideal candidate holds a PE or RA license, a degree in Architecture or Engineering, and a proven medical facilities track record, with the ability to collaborate with VA staff and contractors on

Qualifications

  • Degree in architecture or engineering from an accredited institution.
  • Professional license: RA or PE, or 15 years of related experience with 7 in project management.
  • Ability to present three completed projects of comparable scale/complexity.
  • Understanding of local/state/federal requirements and building codes.
  • Experience with construction contract documents and scheduling/cost control.
  • Willingness to obtain NACI and VA credentials and complete federal training.

Responsibilities

  • Serve as onsite supervisor for the construction management team and liaise with VA stakeholders.
  • Review drawings, specs, submittals, and cost proposals for accuracy and compliance.
  • Monitor budgets, change orders, pay apps, and cost projections; manage schedules.
  • Lead field inspections, testing oversight, and commissioning support.
  • Participate in meetings and maintain QA, risk management, and reporting.
  • Supervise multidisciplinary staff and assist with procurement activities.

POSITION OVERVIEW:

AE Works is seeking experienced, licensed (PE or RA) Construction Project Managers to serve as full-time, onsite lead representatives supporting a federal healthcare infrastructure program at the VA Pittsburgh Healthcare System's University Drive campus and Heinz campus, for Electronic Health Record Modernization (EHRM) infrastructure upgrades. In this role, you will provide senior-level technical leadership and construction management oversight — leading project execution, managing schedules and budgets, coordinating design and construction teams, and serving as the onsite supervisor for the broader construction management team — across design review, construction administration, quality assurance, schedule and cost control, testing, commissioning, and closeout for active medical-facility projects. You'll work closely with the VA's Resident Engineer, Contracting Officer's Representative, and Project Management staff to ensure this mission-critical medical facility construction and infrastructure upgrade program is delivered on time, within budget, and in full compliance with federal and agency standards.

KEY RESPONSIBILITIES:
  • Serve as onsite supervisor for the construction management team (overseeing Construction Administrators and other technical staff), and act as primary point of contact with the VA Project Manager/COR and other stakeholders (users, designers, contractors) for task order execution
  • Review and interpret drawings, specifications, scopes of work, redesign submissions, submittals, shop drawings, RFIs, proposed changes, and as-built documentation for completeness, accuracy, code compliance, constructability, and budget alignment — providing written professional recommendations
  • Lead monitoring and approval of project financial data, budgetary cost accounting, change orders, cost estimates/proposals, pay applications, claims, and Time Impact Analyses (obligations, disbursements, cost projections, work-in-place value)
  • Provide leadership-level monitoring of construction schedules (milestones, phasing, critical activities, deliveries), escalating and recommending corrective action on slippages
  • Perform and document field inspections and testing/inspection oversight, identifying deficiencies, risks, and code issues, and coordinating with independent testing agencies
  • Lead commissioning support, corrective actions, issue tracking, and project closeout, applying engineering/construction expertise to resolve field problems
  • Lead or participate in project meetings (including OAC-style meetings) and risk-management planning, ensuring documentation and communication across stakeholders
  • Maintain and administer the Quality Management Plan and support the QASP
  • Ensure timely, accurate reporting, recordkeeping, and use of VA project-management systems (weekly/bi-weekly updates, tracking reports, constructability reviews)
  • Supervise/manage personnel across technical disciplines and assist with procurement activities (bid/bidder qualification review)
  • Maintain professional independence, providing advisory support without exercising inherently governmental or government decision-making authority
QUALIFICATIONS

What's Required:

  • Degree from an accredited institution in Architecture or Engineering. Minimum of six (6) years of experience in both design and construction. Focus must be in medical facilities.
  • Must be a professional licensed Architect (RA) or a Professional Engineer (PE).
  • OR
  • Fifteen (15) years of direct related experience. Seven (7) years of experience must be in managing construction projects, including the supervision of engineering, design, and construction with the understanding of scheduling, cost control/budgeting, and project management.
  • Ability to present at least three completed projects of comparable scale/complexity in a similar role.
  • Must be able to understand the requirements of the local state and federal jurisdictions and the requirements
  • Working knowledge of construction practices: construction contract documents, front end and technical specifications. Understanding of the drawings with the ability to assess for requirements.
  • Knowledge of engineering services, building codes, budgeting, and scheduling of a project.
  • Willingness to complete required federal training within specified timeframes (OSHA 30‑Hour, VA Cyber Security Awareness, VA Privacy Awareness)
  • Must obtain and maintain a National Agency Check (NACI) and VA PIC credential
  • Ability to supervise and manage individuals with diverse skillsets.
  • Willingness to work a schedule including evening/night hours when needed.

What Puts You Ahead:

  • Prior experience on federal, VA, or other public-sector construction projects, including healthcare/medical facility construction and renovation
  • Familiarity with VA design standards and the VA Technical Information Library (TIL).
  • Background in Electronic Health Record Modernization (EHRM) environments, healthcare IT systems, or the low‑voltage, electrical, mechanical, and telecommunications infrastructures.
  • Ability to work within active, functioning hospitals while managing phased construction, adhering to protocols during construction/build‑out, while ensuring there is no disruption in ongoing patient care.
  • Experience with web‑based construction/project management software platforms
