Job summary

AE Works is seeking an experienced Construction Administrator to support VA Pittsburgh Healthcare System across the University Drive and Heinz campuses, focusing on EHRM infrastructure upgrades. On-site daily, you will coordinate with the COR to keep construction moving safely, on schedule, and within budget inside a functioning medical center.

You will review submittals, track progress, maintain logs, and ensure compliance with VA standards.

Qualifications

  • Degree from an accredited institution with 3+ years in construction management; medical facilities preferred.
  • OR six years of experience working in construction management.
  • Ability to present at least three completed projects of comparable scale and complexity.
  • Hands-on understanding of sit operations and workflows to manage building construction.
  • Experience applying QA, Safety, Time, Cost Change, and Information Management practices; identify deficiencies.
  • Willingness to complete required federal training (OSHA 30‑Hour, VA Cyber Security Awareness, VA Privacy Awareness).

Responsibilities

  • Monitor budgets and costs, track financial data, cost accounting, and change-order documentation; review monthly pay applications against budgets and work completed vs. billed, flagging any cost overruns.
  • Maintain the project schedule, logging daily activity, comparing progress to baseline, flagging slippages, and recommending adjustments; attend progress meetings and follow up on outstanding action items.
  • Support issue and dispute resolution, documenting occurrences, reviewing proposed changes, and submitting written analyses; assist with claims services (cost estimates, time-impact analyses, risk assessments) as needed.
  • Oversee quality and testing, tracking required tests/inspections, monitoring independent testing agencies, reporting discrepancies, and supporting commissioning activities.
  • Conduct field inspections, identifying nonconforming work, compiling defect/omission lists, and maintaining accurate as‑built documentation.
  • Review submittals and long‑lead items, confirming compliance with specifications and tracking schedule impacts from material availability.
  • Support post‑award and occupancy coordination, including kickoff meetings, meeting minutes, and coordination of relocation, telecom, and furniture activities.
  • Maintain required documentation, producing daily logs, weekly inspection summaries, and Project Tracking Report updates in VA project‑management systems.
  • Provide advisory support only — reviewing and recommending on submittals, RFIs, and changes, without exercising government decision‑making authority.
  • Maintain credentials, including PIV badge/background check, 30‑hour OSHA certification, and VA cybersecurity/privacy training within required timeframes.
  • Meet QASP performance standards, including timely daily field inspections, submittal reviews, and pay‑application reviews, each held to a 98% acceptable quality level.

POSITION OVERVIEW:

AE Works is seeking experienced Construction Administrators (CM-CA) to support the Department of Veterans Affairs (VA Pittsburgh Healthcare System) across the University Drive and Heinz campuses, supporting the Electronical health Record Modernization (EHRM) infrastructure upgrades.

In this role, you’ll serve as a hands‑on extension of the VA’s Resident Engineer Office, working alongside the Contracting Officer’s Representative (COR) to keep active construction moving safely, on schedule, and within budget inside a functioning medical center. This role requires you to be on‑site daily – walking the work, verifying quality, tracking progress, and flagging issues before they become problems.

LOCATION:

On‑site at VA Pittsburgh Healthcare System – University Drive, 4100 Aliquippa Street, Pittsburgh, PA 15240 OR Veterans Affairs Pittsburgh Healthcare System (VAPHS) Pittsburgh‑Heinz, 1010 Delafield Road, Pittsburgh, PA 15215.

KEY RESPONSIBILITIES:

QUALIFICATIONS

What’s Required:

  • Degree from an accredited institution. Minimum of three (3) years of experience in construction management. Focus in medical facilities preferred.
  • OR
  • Six (6) years of experience working in the field of construction management.
  • Ability to present at least three completed projects of comparable scale/complexity in a similar role.
  • Hand‑on understanding of sit operations and the workflows used to manage building construction.
  • Experience applying Quality Assurance, Safety, Time, Cost Change, and Information Management practices; identifying deficiencies against contract documents.
  • Ability to read and apply baseline schedules to track projects progress.
  • Must be able to understand the requirements of the local state and federal jurisdictions and the requirements
  • Knowledge of engineering services, building codes, budgeting, and scheduling of a project.
  • Willingness to complete required federal training within specified timeframes (OSHA 30‑Hour, VA Cyber Security Awareness, VA Privacy Awareness)
  • Must obtain and maintain a National Agency Check (NACI) and VA PIC credential
  • Willingness to work a schedule including evening/night hours when needed.

What Puts You Ahead:

  • Prior experience on federal, VA, or other public‑sector construction projects, including healthcare/medical facility construction and renovation
  • Familiarity with VA design standards and the VA Technical Information Library (TIL).
  • Background in Electronic Health Record Modernization (EHRM) environments, healthcare IT systems, or the low‑voltage, electrical, mechanical, and telecommunications infrastructures.
  • Experience with web‑based construction/project management software platforms
