Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, Building Construction, or related discipline.
  • Minimum of three years of construction field experience in CM/CA services.
  • Experience reviewing plans, specs, submittals, RFIs, change orders, and technical docs.
  • Knowledge of scheduling principles, project controls and progress verification.
  • Experience with safety standards and OSHA regulations.
  • Experience with documenting reports, meeting minutes and correspondence.
  • Ability to obtain and maintain government credentials.

Responsibilities

  • Perform routine field inspections and document progress and deficiencies.

The role is a Construction Management Construction Administrator (CM-CA) to provide professional construction management and construction administration services in support of healthcare construction projects. This role will support projects throughout planning, design review, construction, commissioning, turnover, and project closeout.

The CM-CA will serve as the primary field-based technical resource responsible for overseeing construction quality, schedule, cost, safety, documentation, and contractor compliance. The successful candidate will work closely with Government representatives, contractors, designers, project stakeholders, and facility personnel to support successful project delivery and minimize impacts to healthcare operations.

Requirements
Qualifications and Skills
  • Bachelor's degree in Construction Management, Engineering, Architecture, Building Construction, or a related discipline from an accredited institution
  • Fifteen years of directly related construction experience may be substituted for the degree requirement when accepted by the Government
  • Minimum of three years of construction field experience performing construction management or construction administration services
  • Demonstrated experience monitoring construction quality, contractor performance, and compliance with project requirements
  • Experience reviewing construction plans, specifications, submittals, RFIs, change orders, and technical documentation
  • Experience maintaining construction schedules, project records, reports, and supporting documentation
  • Demonstrated experience on at least three projects of similar size and complexity
  • Knowledge of construction means and methods, building systems, and facility infrastructure
  • Understanding of construction scheduling principles, project controls, and progress verification
  • Knowledge of quality assurance and quality control practices
  • Knowledge of cost management, change management, and construction contract administration procedures
  • Strong understanding of construction safety requirements and OSHA regulations
  • Experience with design review, constructability analysis, building codes, and permitting requirements
  • Familiarity with federal and Department of Veterans Affairs construction standards and procedures
  • Strong written and verbal communication skills
  • Experience preparing technical reports, inspection documentation, meeting minutes, and project correspondence
  • Ability to facilitate meetings and coordinate effectively with contractors, designers, owners, Government representatives, and facility stakeholders
  • Strong conflict resolution, issue management, professional judgment, and problem‑solving abilities
  • Experience with schedule analysis, planning, cost tracking, and budget monitoring
  • Strong field inspection, documentation, submittal review, and RFI review skills
  • Experience using digital document management and electronic construction reporting systems
  • Proficiency with Microsoft Office Suite
  • Experience with Primavera P6
  • Experience with SharePoint
  • Experience with PlanGrid or equivalent construction management software
  • Familiarity with TRIRIGA, or the ability to become proficient
  • Experience with electronic document management, project controls, and construction reporting software
  • Ability to obtain and maintain required Government credentials and facility access
Certifications and Training
  • OSHA 30-Hour Construction Safety Training required
  • Ability to complete VA Cyber Security Awareness Training
  • Ability to complete VA Privacy and Information Security Training
  • Eligibility to obtain and maintain a VA Personal Identity Verification credential
  • Ability to complete additional project-specific training required by the VA or applicable task order
Preferred Qualifications
  • Experience supporting Department of Veterans Affairs healthcare construction projects
  • Experience working in occupied healthcare, hospital, institutional, federal, government, or mission‑critical facility environments
  • Experience coordinating construction activities around ongoing facility operations
  • Experience with renovation, modernization, infrastructure, and phased construction projects
  • Familiarity with VA project tracking, reporting, safety, and closeout requirements
  • Experience supporting commissioning, facility turnover, occupancy readiness, and project closeoutExperience managing projects of similar size, complexity, and operational sensitivity
Responsibilities and Duties
  • Provide field-based construction management and construction administration support for VA healthcare construction projects
  • Monitor construction activities to verify compliance with approved construction documents, contract requirements, applicable codes, safety standards, and project procedures
  • Perform routine field inspections and document construction progress, quality concerns, deficiencies, coordination conflicts, and potential schedule impacts
  • Review construction plans, drawings, specifications, submittals, Requests for Information (RFIs), change proposals, and related technical documentation
  • Support design reviews and constructability assessments during project planning and design phases
  • Evaluate construction means and methods, sequencing, phasing, logistics, utility shutdowns, and operational impacts
  • Monitor contractor performance, quality control activities, corrective actions, and compliance with project requirements
  • Review contractor schedules and analyze progress, milestones, critical‑path activities, delays, and recovery plans
  • Support schedule planning, coordination, and project tracking activities
  • Review contractor change proposals, cost estimates, pay applications, and percent‑complete documentation
  • Assist with cost tracking, budget monitoring, change management, and payment verification
  • Monitor construction safety practices and document safety observations, concerns, and corrective actions
  • Participate in progress meetings, coordination meetings, design reviews, safety meetings, schedule reviews, and construction planning discussions
  • Facilitate communication among contractors, designers, Government representatives, facility personnel, and other project stakeholders
  • Prepare daily inspection reports, weekly construction reports, technical memoranda, meeting minutes, deficiency logs, and other project documentation
  • Maintain complete and accurate project records using electronic document management and construction management systems
  • Support commissioning, facility turnover, occupancy readiness, and construction closeout activities
  • Assist with final inspections, punch‑list verification, contractor closeout, and project acceptance activities
