Job summary

Davenergy Solutions seeks an experienced Construction Manager / Construction Administrator to support construction and renovation at the Veterans Affairs Pittsburgh Healthcare System. The role covers planning, design, construction, and closeout of complex federal healthcare facilities.

The ideal candidate has extensive facility construction experience, coordinates multidisciplinary teams, and monitors schedules and budgets while ensuring quality and compliance with federal healthcare standards

Qualifications

  • Bachelor's degree in Engineering, Architecture, Construction Management, or a related technical field from an accredited institution.
  • Fifteen (15) years of directly related construction management experience may be substituted for the educational requirement.
  • Minimum six (6) years of professional experience as a Construction Manager, Architect, or Engineer.
  • Minimum seven (7) years managing facility construction projects including construction supervision, engineering and design coordination, schedule management, cost control, budget management, and overall project management.
  • Minimum three (3) years of field experience performing construction management on projects of similar size and complexity.
  • Knowledge of building codes and permitting requirements, construction methods and materials, quality control processes, scheduling, cost estimating and budgeting, and risk management.
  • Ability to review construction documents and provide professional recommendations regarding scope changes and project execution.
  • Experience evaluating completed work for payment and progress verification.
  • Strong written and verbal communication skills.

Responsibilities

  • Manage construction activities for assigned healthcare facility projects from pre-construction through project completion.

  • Monitor contractor performance, quality, safety, schedule, and cost throughout the project lifecycle.
  • Conduct routine site visits to verify progress and compliance with requirements.
  • Evaluate work in place and provide payment recommendations.
  • Assist in preparing schedules, cost reports, risk assessments, and documentation.
  • Identify risks and notify Government of potential delays, code issues, or constraints.
  • Participate in QASP activities and ensure contract compliance.
  • Review and modify project scope, schedules, and budgets as needed.
  • Ensure compliance with codes, life-safety, permitting, and federal standards.
  • Support closeout, punch lists, commissioning, and final documentation.

Position Summary

Davenergy Solutions is seeking an experienced Construction Manager / Construction Administrator to support construction and renovation projects at the Veterans Affairs Pittsburgh Healthcare System. This position provides comprehensive construction management services throughout the planning, design, construction, and closeout phases of complex federal healthcare facility projects.


The ideal candidate will have extensive experience managing facility construction projects, coordinating multidisciplinary teams, monitoring schedules and budgets, ensuring quality, and maintaining compliance with federal regulations and healthcare construction standards. Experience with occupied healthcare facilities and Department of Veterans Affairs (VA) projects is highly desirable.


Key Responsibilities


  • Manage construction activities for assigned healthcare facility projects from pre-construction through project completion.

  • Coordinate with VA personnel, architects, engineers, contractors, and stakeholders to ensure successful project execution.

  • Review construction documents, drawings, specifications, submittals, RFIs, change orders, and contractor proposals.

  • Monitor contractor performance, construction quality, safety, schedule, and cost throughout the project lifecycle.

  • Conduct routine site visits to verify work progress and compliance with project requirements.

  • Evaluate work in place and provide recommendations regarding payment applications.

  • Assist in preparing and maintaining project schedules, cost reports, risk assessments, and project documentation.

  • Identify project risks and proactively notify the Government of potential impact delays, code violations, or construction issues.

  • Participate in Quality Assurance Surveillance Program (QASP) activities and ensure compliance with contract requirements.

  • Review and recommend modifications to project scope, schedules, and budgets when necessary.

  • Ensure compliance with applicable building codes, life safety requirements, permitting regulations, and federal construction standards.

  • Support project closeout activities, punch lists, commissioning coordination, and final documentation.


Minimum Qualifications

Preferred Qualifications


  • Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal healthcare construction projects.

  • Medical facility construction experience.

  • Knowledge of infection control and healthcare renovation procedures.

  • Experience working in occupied healthcare environments.

  • Proficiency with Microsoft Office, Primavera P6, Microsoft Project, Procore, Bluebeam, or similar construction management software.

  • OSHA 30-Hour Certification.


Additional Requirements


  • Candidates should be prepared to provide examples of three (3) projects of similar size, complexity, and scope where they served in a comparable role.

  • Must demonstrate the ability to proactively identify project risks, code issues, schedule impacts, and construction concerns while providing practical, professional recommendations.

  • Experiencesupporting federal construction projects, particularly healthcare environments, is highly preferred.


Physical Requirements

Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces, and be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions. Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
