Job summary

SimIS, Inc. seeks a Congressional Liaison Officer to represent client interests on Capitol Hill in Washington, D.C. This on-site role builds relationships with Members of Congress and staff and monitors legislative dynamics and defense priorities.

The candidate should have a Master’s degree or equivalent Congressional staff experience, five years in Congress, and the ability to communicate complex policy clearly to diverse audiences.

Qualifications

Responsibilities

  • Monitor and analyze the U.S. defense budget process, from planning to execution, highlighting NATO implications.
  • Track Congressional defense reforms and their impact on NATO transformation.
  • Provide strategic reporting on debates and decisions concerning Ukraine and Euro-Atlantic security.
  • Assess budget issues related to U.S. troop presence in Europe, focusing on burden-sharing debates.
  • Analyse political dynamics of defense-related legislation and key influencers.
  • Plan and conduct engagements with legislators and staff to promote ACT visibility.
  • Monitor legislative initiatives, hearings, and committee activities relevant to NATO.
  • Coordinate with U.S. executive agencies, NATO missions, and allied embassies for message coherence.
  • Produce regular reports for SACT and POLAD on Congressional trends, risks, and opportunities.

Job Description:

SimIS, Inc. is seeking provides support for the role of Liaison Officer to the U.S. Congress to serve as our customers forward presence in Washington, D.C., representing interests, monitoring legislative dynamics, and cultivating strong relationships with Members of Congress, staffers, and relevant committees. SimIS, Inc. seeks a Congressional Liaison Officer to ensure our customers visibility on Capitol Hill, strengthening their network within the U.S. legislative branch, and supporting efforts to anticipate and adapt to U.S. defense priorities.

Qualifications:
  • Master's degree in Political Science, International Relations, Economics, Law, or a similar field. BS degree with significant Congressional staff experience will be considered.
  • Five years of experience working with or within the U.S. Congress, particularly on defense, appropriations, and foreign policy issues. In-depth knowledge of the U.S. Congressional process, including authorization and appropriations cycles.
  • A proven track record of success in a government relations position, with a demonstrated ability to manage a legislative portfolio, understand and communicate complex policies, and successfully navigate the legislative process.
  • Excellent communication skills, particularly the ability to interface effectively with elected officials, policymakers, and key Congressional and federal staff, verbally, in writing, and through professional interpersonal skills, to inform, educate, and persuade in support of defense initiatives.
  • Ability to work and communicate with colleagues across departments to gather the resources, skills, and expertise necessary to convey the customers message on Capitol Hill and across administrations.
  • Ability to represent and advocate the organization's policy positions to Congress, the Executive Branch, think tanks, and other relevant stakeholders.
  • Ability to develop and implement long- and short-term action plans that lead to the accomplishment of initiatives on innovation, capability development, and other assigned topics.
