Job summary

Systems Planning and Analysis, Inc. seeks a U.S. Liaison Officer to Congress for NATO ACT in Washington, DC. The role analyzes defense budgets, tracks Congressional activity, and briefs leadership on NATO priorities and burden-sharing issues.

You will build relationships with Members of Congress and staff, coordinate with federal agencies, and produce regular reports for SACT and POLAD. Travel up to 30 days/year and onsite work are required.

Qualifications

• Bachelor's degree in a relevant field with Congressional staff experience.
• 2+ years working with or within the U.S. Congress on defense, appropriations, and foreign policy issues.
• Proven track record in government relations, managing a legislative portfolio and communicating complex policies.
• Excellent communication with elected officials, policymakers, and Congressional staff.
• Ability to represent NATO ACT to Congress and other stakeholders, and work with staff across administrations.
• U.S. nationality, English C1+ proficiency, and ability to travel up to 30 days/year.
• Active U.S. or NATO Secret clearance.
• On-site work requirement for client needs.

Responsibilities

• Monitor and analyze the U.S. defense budget process from planning through execution and report implications for NATO ACT.
• Track Congressional defense reforms, hearings, and committee activities related to NATO and burden-sharing.
• Develop and maintain relationships with Members of Congress and staff; provide tailored briefings on ACT priorities.
• Coordinate with U.S. executive agencies, NATO missions, and allied embassies to ensure consistent messaging.
• Produce regular reports for SACT and POLAD on Congressional trends, risks, and opportunities.
• Support ACT delegations and engagements with Congress; assist in hearings and conferences.
