Concessions and Services Program Manager

As the Concessions and Services Program Manager, you will assist in the Operations and Administration of non-airline revenue contracts for the nation’s capital’s airports.

Serves in the Office of Marketing and Concessions, Office of Executive Vice President and Chief Revenue Officer located at the Headquarters Office.

Assist in the management and operations of the Airports Authority concessions at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

Develops, and implements terminal concession contracts to meet the needs of airport users, generate positive financial returns to the Airports Authority, and provide a profitable environment for business growth.

Support in the development and management of marketing initiatives to accomplish marketing goals and objectives to help drive growth for concessions sales.

Assist in all procurement planning and an array of pre- and post-award revenue contract administration functions.

Performs related functions.

GENERAL RESPONSIBILITIES

Implements and oversees the operation of terminal concession revenue programs and related commercial services.

Develops and coordinates the issuance of Request for Proposals related to terminal concessions or commercial services at the airports to initiate the solicitation processes. Serves on panels for solicitations.

Administers and manages contracts and subcontracts for concessionaires and tenants. Maintains data and tracks lease agreements to ensure reporting capabilities are preserved.

May be required to answer customer inquiries, complaints, and freedom of information requests directed to Airport Concessions.

Gathers market survey information, historical sales data, and national industry trends to assist in the development of appropriate quantity and variety of concession offerings.

Reviews the financial performance of operating businesses. Identifies businesses with problematic financial conditions and recommends appropriate actions to senior management.

Plans and attends regularly scheduled concessionaire meetings. Prepares notes, action items, and follow-up. Shares information and addresses issues raised by businesses operating at the airports.

Monitors use and maintenance of facilities, resolves financial, operational, space, or service issues, and collaborates with others on corrective actions.

Manages and updates database of leased and available space and/or land area.

Serves as a Contracting Officer’s Technical Representative (COTR) for concessions.

Assists in the development, implementation, coordination, and execution of strategies to ensure the continuance of concession services during periods of irregular operations, construction, or emergencies.

Works in conjunction with stakeholders to gather current business intelligence, customer feedback and surveys, financial reports, and competitors’ programs, products, and services. Update dashboards and other Business Intelligence Tools as needed.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in managing contracts and leases. An equivalent combination of education and experience may be considered.

Knowledge of commercial leasing principles and contract law and skill in applying it to develop requests for proposals and statements of work for proposals and develop and negotiate terms to include in contracts.

Skill in negotiating contracts and structuring formal business partnerships and comprehensive business contracts.

Skill in administering concessionaire leases and contracts to ensure contract compliance.

Knowledge of business structure, market, and standard operating practices of commercial ventures and overall compatibility with a concession or business tenant.

Skill in structuring project management schedules to identify and track critical performance milestones and timely completion of projects.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer and modern office suite software, with emphasis on accounting and financial systems/software.

PREFERRED QUALIFICATIONS

Experience in airport industry concession contracting, procurement, and/or revenue management.

EDUCATION

A Bachelor’s Degree in any field

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

May visit concession sites while under construction; wears personal protective gear as needed.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
