Metropolitan Washington Airports Authority is seeking an Assistant Project Manager - Construction to provide technical guidance on multi-disciplined construction projects and contract issues. The role supports the Engineering Department at Ronald Reagan National or Washington Dulles International Airport.

You will manage small to medium CCP projects and work with FAA, VDOT, WMATA and other agencies; ensure safety, compliance, and timely project closeout while maintaining airport operations.

As Assistant Project Manager - Construction, you will provide technical advice to management on multi-disciplined construction projects and contract issues.

Assistant Project Manager - Construction

Serves in the Engineering Department at Ronald Reagan Washington National or Washington Dulles International Airport.

Manages and administers small and medium Capital Construction Program (CCP) projects and projects funded by the Capital, Operating and Maintenance Investment Program (COMIP) throughout the Airports Authority including projects at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), the Dulles International Airport Access Highway (DIAAH), and the DTR. Performs special studies and projects to establish and improve construction scheduling, quality assurance, cost control, progress reporting, and safety. Performs related functions.

GENERAL RESPONSIBILITIES

Directs, coordinates, and monitors all construction phases and activities of small to medium size construction projects under the Airports Authority.

Inspects and monitors new construction in progress and upon completion, makes recommendations on approval or disapproval of work to ensure work performed meets contract specifications, industry standards, and project design intent using the US Army Corps of Engineers (USACE) Contractor Quality Control methodology.

Coordinates the submission of construction progress reports; reviews reports for adequacy and accuracy, schedules, and laboratory reports; Processes project-related documentation via use of an electronic document management system adopted by the authority and reviews and processes change orders, construction claims, and time impact analysis as required.

Assist in reviewing and/or approving shop drawings, material lists, and related materials; and confer with designers on submitted items to ensure that design intent is accomplished in construction.

Collaborates with project teams to review engineering designs and contract documents, offering technical input to enhance project constructability. Makes suggestions to improve the contract documents to better meet the "owner's" or user's needs and to improve the economy and efficiency of construction. Minimizes inconvenience to airlines, tenants, and airport users, and ensures that the airports remain operational during construction.

Support coordination with the design Architecture/Engineering firms' provision of construction phase services to ensure procedures and processes are correctly followed for submittals (such as shop drawings, documents, material samples, etc.,), and to facilitate project meetings, site visits, correspondence, and processing of Requests for Information.

Coordinates projects with the Federal Aviation Administration (FAA), Virginia Department of Transportation (VDOT), Washington Metropolitan Area Transportation Authority (WMATA), and other Federal, state, and local governmental agencies, as required.

Ensures construction projects comply with the FAA Airport Improvement Program (AIP).

Ensures construction operations are conducted safely and comply with Federal regulations such as the US Environmental Protection Agency, the Occupational Safety and Health Administration, and airport security or DTR/DIAAH road safety requirements, as applicable. Makes periodic and special site visits during all construction phases to verify compliance.

Assist with coordinating construction and related activities ensuring that the Airports Authority, as owner or user, is prepared to take over the operation and maintenance of completed projects.

Coordinates construction closeout activities for assigned projects to ensure timely turnover to the Airports Authority.

Participates in panels to select consultants and contractors for design and construction contracts; provides technical input to Contracting Officers.

Serves as Contracting Officer's Technical Representative (COTR); monitors and evaluates vendor performance to ensure compliance with contract terms. Coordinates the activities of various vendors to ensure efficient service and prevent or mitigate inconvenience to users; reviews invoices and applications for payment, issues approvals for payment, resolves payment issues and prepares contract modifications.

May be required to obtain a driver in Movement Area level badge from Pass and ID to assist with Airfield Projects at either airport.

Focuses on Capital Construction Program projects; may also manage projects under the Capital Operating and Maintenance Investment Program and the Dulles Corridor Capital Improvement Program.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in construction management. An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply the concepts, principles, and practices of commercial-industrial construction management as well as architecture and engineering (e.g., civil, electrical, mechanical).

Knowledge of related engineering fields and common construction and environmental problems and ability to ensure proper sequencing of work and anticipate and minimize problems.

Knowledge of and ability to monitor construction, and environmental issues (e.g., stormwater management and asbestos abatement).

Knowledge of building trades methods, materials, practices, and costs and skill in estimating and monitoring work.

Knowledge of construction safety principles and regulations, and ability to apply them in the field.

Ability to identify the needs and priorities of facility tenants.

Ability to speak and write effectively.

Skill in managing multiple small to medium scale projects concurrently.

Proficiency in utilizing spreadsheet software for data analysis, including the ability to create and manipulate spreadsheets, perform calculations, and use advanced functions.

Skill in using computers and office suite software.

PREFERRED QUALIFICATIONS

Experience in managing design or construction projects as an owner or owner's representative in any of the following areas: mechanical engineering, fire protection engineering, civil site engineering, structural engineering, or commercial architecture.

Experience utilizing Project Management Information System (PMIS) software for project controls.

Specialized construction project management experience in the public sector.

Experience as a COTR or ACOTR

Licensure as a Professional Engineer or Architect.

EDUCATION

A bachelor's degree in engineering, Engineering Technology, Architecture or Construction Management, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Engineer-in-training (EIT) or Fundamentals of Engineering (FE) or a Certified Construction Manager (CCM) certification within one year of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to night/weekend work consistently.

Operates vehicle landside and airside (requires AOA permit).

May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
