Description
SAIC is seeking a Communications Security Manager (COMSEC Manager) to support an IT Service Management effort for USTRANSCOM located at Scott Air Force Base (AFB) in Illinois, approximately 23 miles from St. Louis, MO. The USTC Managed Information Technology Services (MITS) contract aims to provide strategic, technical, and program management support to modernize the combatant command's infrastructure, systems, and applications. This support will be provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).

The successful candidate will oversee COMSEC for USTRANSCOM, the Transportation Component Commands, and other reporting elements.

Additional responsibilities include:

  • Executing Communication Security (COMSEC) processes and procedures in accordance with DoD policy and USTRANSCOM guidelines.
  • Managing the COMSEC Account, serving as the CCEA Custodian, and coordinating with SBSS.
  • Developing and implementing COMSEC Education, Training, and Awareness programs, including user training and cryptographic agent scheduling.
  • Maintaining USTRANSCOM policies for handling and safeguarding COMSEC assets, and disseminating relevant information.
  • Ordering and maintaining cryptographic materials, issuing COMSEC equipment to authorized personnel.
  • Operating the Key Management Infrastructure (KMI) for cryptographic keys generation.
  • Enforcing access controls to COMSEC materials.
  • Reporting COMSEC incidents and providing After Action Reviews (AARs).
  • Providing reports, point papers, and briefings on COMSEC issues.
Work schedule is Monday through Friday during normal business hours, with possible after-hours and weekend support during emergencies.

Qualifications
Required:
  • BA/BS degree
  • At least four (4) years of relevant experience
  • DoD Top Secret clearance with SCI access
  • At least one IAT Level II certification (e.g., Security+, CECCNA-Security, CySA+, GICSP, GSEC, CND, SSCP)
  • One Computing Environment (CE) certification or certificate relevant to network support/defense or operating systems (e.g., Microsoft, Linux)
  • Key Management Infrastructure (KMI) certification
  • Ability to communicate technical concepts effectively
  • Experience creating technical documentation
  • Proficiency with MS Office applications
  • Ability to manage multiple priorities in a dynamic environment.
Preferred:
  • MA/MS degree
  • Ten (10) or more years of experience
  • ITIL 4 Foundations certification
Salary range: $80,001 - $120,000, based on experience.
