Nature of Position

The Information Technology Department serves our community by exploring, developing, implementing and supporting effective and innovative use of technology through teamwork, collaboration, innovation, and accountability to our departmental partners. Responsibilities include planning, developing, implementing, and supporting the IT systems and networks throughout the City of Alameda.

Under general supervision, the Computer Services Technician provides enterprise technology systems support. Installs, configures, troubleshoots and maintains a variety of computers and peripheral equipment including mobile devices, displays, printers, modems and other hardware and software; provides hardware and software related training, technical assistance and support to computer users. Upholds cybersecurity practices by coaching users on best practices and maintaining up to date and patch levels on end user hardware and software. Performs other related work as required. The current vacancy exists in the Information Technology Department.

  • Schedule: Four day, 36-hour work week (Monday through Thursday)

Examples of Duties

  • Installs, upgrades, and migrates user computer workstations, mobile devices, and various other electronic devices and related hardware.
  • Provides technical support, user assistance and training; responds to user questions and concerns, and assists in interpreting user needs and implementing solutions.
  • Trouble-shoots hardware problems; diagnoses and resolves problems and malfunctions related to personal computers and peripherals; inspects and tests equipment to determine feasibility of repair; orders and installs replacement parts or secures warranty-covered repair; operates test equipment and related tools and equipment.
  • Installs, tests, trouble-shoots and maintains computer hardware and software including personal computer operating systems; performs computer hardware and software upgrades; analyzes and corrects software errors; recommends changes in hardware, software and utilities as appropriate.
  • Maintains up-to-date information regarding software needs and software availability from manufacturers; previews software; evaluates software releases for prospective applicability; recommends the purchase of new and replacement hardware and software.
  • Communicates with vendors, suppliers and staff concerning equipment and program installations and warranties.
  • Participates in inventory and equipment tracking. Prepares and maintains various inventory and help desk reports, summaries and records.
  • Provides end user guidance and training on cyber security best practices such as avoiding phishing attempt and malware.
  • Participates and upholds defined procedures for system security, confidentiality, and data backups.
  • Installs, upgrades, and migrates user computer workstations utilizing system imaging technology.
  • Establishes and troubleshoots basic Local Area Network (LAN) connectivity with computers and mobile devices.
  • Maintains help desk ticketing system and knowledge base. Escalates unresolved issues to appropriate IT resource. Ensures tickets are prioritized and resolved in a timely fashion. Maintains end-user communication of updates for extended unresolved issues.
  • Supports audio, video, and conferencing equipment in conference rooms.

WORKING CONDITIONS

  • Indoor office environment.
  • Ambient office sounds and noises such as speaking, working office equipment and software.
  • Travel to City work sites and locations to conduct work.

PHYSICAL DEMANDS

  • Dexterity of hands and fingers to operate a computer keyboard.
  • Seeing to read a variety of materials.
  • Sitting or standing for extended periods of time.
  • Hearing and speaking to exchange information and make presentations.
  • Ability to transport and install computers and related equipment involving physical dexterity, moderate lifting and carrying of up to 50 pounds.

Employment Standards

Education/Experience

Any combination equivalent to education and experience likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

Education

Graduation from high school supplemented by college or technical course work in computer science and information systems.

Experience

Progressively responsible journey level experience in the installation, setup, troubleshooting and maintenance of computers and peripheral equipment, and in providing technical user support for computer hardware and software. Experience with designated environments, equipment, systems and/or software is highly desirable. Certifications in CompTIA A+ and CompTIA Network+

Knowledge

Knowledge of computer equipment, applications, operations, and peripheral equipment; basic theory and principles of electronics; methods, tools and procedures used in the installation, repair, maintenance, enhancement and configuration of computers, peripheral equipment and workstations; designated hardware, software, and operating systems.

Ability

Ability to effectively install, configure, trouble-shoot, and maintain a variety of computers and peripheral equipment; train and provide technical support to users in computer operation and software use; learn and train users in software specific to staff needs; read and interpret documents such as operating and maintenance instructions and technical procedure manuals; effectively present information and respond to questions from staff, vendors and the general public; define problems, collect data, establish facts and draw valid conclusions; interpret an extensive variety of technical instructions and work effectively with abstract and concrete variables; schedule and perform work to meet established time lines; establish and maintain accurate records; prepare reports and summaries; maintain level of knowledge required for satisfactory job performance; establish and maintain effective working relationships with employees, vendors, contractors and the public.

Willingness and ability to work outside regularly scheduled hours to meet operational needs.

Other Requirements

Possession of a valid California Driver’s License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee’s ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.

Selection Process

The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required by the U.S. Citizenship and Immigration Services.

E-Verify

The City of Alameda utilizes the Federal government's E-Verify program and new employees must provide documentation to establish both identity and work authorization, which includes showing a valid United States Social Security card at the time of hire (photocopies not accepted).

Veteran's Preference Credit

A job applicant qualifies as a veteran if honorably discharged from active military, reservist, or National Guard duty of at least 18 consecutive months within the past five (5) years of the date of application. In case of discharge attributable to service-connected injuries or illnesses, the 18 months active-duty requirement need not be fulfilled. An applicant claiming veteran's preference credit must attach to their application, a legible copy of their DD-214 verifying the type of discharge and date(s) of active service.
