Responsibilities

  • Review first-year LIHTC and HUD files.
  • Assist with initial lease-up and determine household eligibility.

  • Provide written communications to relay deficiencies.
  • Ensure files are compliant and move-in files are reviewed within 24 hours.
  • Assist in developing monitoring objectives and forms.
  • Assist with compliance form revisions and updates.
  • Attend compliance training and travel as required.
  • Assist at other properties as assigned.
  • Uphold Fair Housing non-discrimination policies.
  • Support due diligence on new property compliance.

Job description

Elderly Housing Development and Operations Corporation ("EHDOC"), a national non‑profit affordable housing developer, owner and property management company that operates over 59 multifamily properties with more than 4,800 units across 14 states, the District of Columbia and Puerto Rico, is seeking to hire a full‑time Compliance Specialist located in Plantation, FL or Pittsburgh, PA. This position will be assigned a portfolio of properties to oversee compliance with various State and Federal funding programs, including LIHTC, Section 8, HUD, and HOME. The specialist will review and determine household eligibility based on specific government requirements and will assess applications for completeness and accuracy according to company guidelines. They will work closely with assigned properties to ensure that applications and annual recertifications are processed promptly, accurately, and in a timely manner.

This position requires a highly detail‑oriented individual with excellent organizational skills. The Compliance Specialist will adhere to and be familiar with non‑discrimination policies as defined by Fair Housing Laws. They must stay current on changes to various programs and prepare for HUD Management and Occupancy reviews and LIHTC compliance reviews. The role has no direct reports and reports to the Field Operations Compliance Coordinator and Chief Field Operations Officer.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Conduct review of first‑year initial qualifying LIHTC and HUD files.
  • Assist with initial lease‑up of EHDOC communities by reviewing housing applications, determining eligibility of households, and ensuring all required documentation is provided and placed in the tenant file prior to move‑in.
  • Review complex property tenant files, enter data into compliance databases, verify existing data accuracy, and update databases as needed.
  • Review corrective action documentation and determine resolution of compliance issues; gather and analyze information.
  • Provide thorough written communication to relay file deficiencies; ensure important information is passed to those who need to know.
  • Ensure file corrections are made to be in compliance with regulations and procedures; prioritize to review move‑in pre‑approval files within a strict 24‑hour period.
  • Ensure first‑year LIHTC files are copied and secured in accordance with company policies and procedures.
  • Assist in developing monitoring objectives, procedures, and forms to monitor compliance.
  • Assist with determining compliance form revisions and maintain compliance forms up to date.
  • Adhere to all Department policies and procedures.
  • Assist senior staff on due diligence tasks for new property compliance.
  • Travel is required, 60% or greater, depending on business need.
  • Attend compliance‑related training.
  • Assist at other properties as assigned.
  • Be empathetic and care about the work you do – each file you process represents a person or family applying for assistance for affordable housing.
  • Organize, prepare, and complete special projects as required.
QUALIFICATIONS
  • Available to travel 60% or greater based on business need.

  • Education and Experience
    • High School Diploma or Equivalent.
    • Five Years’ Experience in Affordable Housing.
    • Experience in compliance with state, county and federal funding programs including HUD Assisted Programs (202/8, 202 PRAC), Low Income Housing Tax Credit (LIHTC), BOND, and/or HOME required.
    • Certified Occupancy Specialist (COS), Housing Credit Compliance Professional (HCCP), Tax Credit Specialist (TCS).
    • Experience in RealPage [OneSite] Leasing & Rents Software.
