Job summary

GCS-SIGAL is seeking a Compliance Specialist in Washington, DC to ensure project compliance with CBE designation, certified payroll, and federal/DC regulations. You will serve leadership, PMs, superintendents, and subcontractors, guiding prequalification and compliance activities across projects.

The role requires knowledge of the Davis-Bacon Act, First Source Employment Program, and experience with COMPASS or similar tools, plus strong data tracking and communication skills.

Qualifications

  • BS or MS degree required for the role.
  • At least 2 years of experience performing compliance tasks in construction.
  • Experience interacting with DC DOES and understanding local program requirements.
  • Knowledge of Davis-Bacon Act and related wage requirements.
  • Familiarity with First Source Employment Program.
  • Ability to manage and track prequalification in COMPASS or similar platforms.
  • Proficiency with Excel and online data portals.

Responsibilities

  • Serve as the company’s subject-matter expert on CBE designation.
  • Ensure CBE compliance across projects and track participation and payments to DC-certified enterprises.
  • Review certified payroll records for accuracy per Davis-Bacon and First Source requirements.
  • Maintain compliance for projects funded by DC HUD/DOH.
  • Notify contractors of Davis-Bacon wage requirements and payroll submissions.
  • Recruit and onboard qualified contractors and tiered subcontractors.
  • Manage subcontractor prequalification in COMPASS and coordinate follow-ups.
  • Maintain accurate prequalification records and compliance tracking.
  • Identify non-compliant contractors and drive corrective action.
  • Stay current with regulatory changes across the industry.
  • Solve issues ethically and proactively.

Position Overview

The Compliance Specialist is critical to the success and compliance of GCS-SIGAL’s projects. This role serves as the primary resource for leadership, project managers, superintendents, subcontractors, and clients on compliance requirements related to GCS-SIGAL’s Certified Business Enterprise (CBE) designation, certified payroll, contract compliance, subcontractor prequalification and compliance management within the COMPASS prequalification tool, D.C. Department of Employment Services (DOES) requirements, the D.C. First Source Employment Program, and the U.S. Department of Labor’s Davis-Bacon Act and related acts.

Compliance & Project Support
  • Serve as the company’s subject-matter expert on CBE designation
  • Ensure CBE compliance is maintained across projects by tracking CBE participation, tracking contract dollars paid to D.C. Certified Business Enterprises, and collecting Vendor Verification Forms
  • Review all certified payroll records submitted by subcontractors for accuracy and compliance with the Davis-Bacon Act and First Source Employment Program
  • Maintain compliance for all projects that receive D.C. Department of Housing and Community Development or HUD funding
  • Notify contractors and subcontractors of the US Department of Labor’s Davis-Bacon Wage Rate requirements and certified payroll submissions Assist in the recruitment and hiring of qualified contractors, subcontractors, and tiered subcontractors to perform work on projects
  • Manage subcontractor prequalification compliance within the COMPASS prequalification tool, including monitoring submission status, reviewing required documentation, and coordinating follow-up with subcontractors and internal project teams
  • Maintain accurate subcontractor prequalification records and compliance tracking in COMPASS to support risk management, project startup, and subcontractor onboarding requirements
  • Identify contractors who are not in compliance and ensure corrective action is taken
  • Keep apprised of current and changing industry requirements and regulations
  • Creatively and proactively solve issues with a positive attitude and in an ethical manner
Experience/Education
  • BS or MS Degree
  • At least 2 years’ experience performing compliance tasks in the construction industry
  • Work experience that required interaction with D.C.’s Department of Employment Services (DOES)
Knowledge/Skills/Abilities
  • Thorough knowledge of the principles and practices of affirmative action and equal employment opportunity programs, including relevant laws, rules, and regulations.
  • Ability to review and interpret policies and procedures.
  • Detailed understanding of the Davis-Bacon Act.
  • Familiarity with D.C.’s Department of Employment Services First Source Employment Program.
  • Ability to work effectively in a team environment.
  • Strong written and verbal communication skills.
  • Ability to utilize technical solutions such as Microsoft Excel and online portals to track data.
  • Ability to manage subcontractor prequalification workflows and compliance records within COMPASS or similar prequalification platforms.
  • Knowledge of Procore preferred.
