Job summary

The LA State Licensing Board for Contractors is seeking a Compliance Investigator to independently investigate alleged violations of Louisiana’s Contractors’ Licensing Law and monitor statewide construction activity to ensure licensure compliance. The role blends investigative research, field verification, background checks, public education, and formal reporting.

The position supports enforcement actions, prepares court-ready documentation, and may testify in proceedings.

Qualifications

• Experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or licensure recommendations.
• Six years total work experience with two years in listed fields; or degree with two years in listed fields.
• Bachelor's degree plus two years in listed fields; or advanced degree plus one year.
• Experience substitution: 30 semester hours equals one year; maximum 120 semester hours replaces four years.

Responsibilities

• Conduct background investigations for contractor licensure, compliance assessments, and case development; review criminal history, civil litigation, rulings, regulatory actions, business records, ownership structures, and financial distress indicators.
• Evaluate background information for accuracy, reliability, and completeness; integrate findings into reports, recommendations, and case assessments.
• Coordinate with courts, law enforcement, regulatory agencies, and permitting authorities to obtain or verify background information relevant to licensing and enforcement.
• Investigate alleged violations of the Contractors’ Licensing Law and other relevant regulations.
• Review complaints and pursue leads from internal and external sources.
• Prepare comprehensive, court-ready reports supported with evidentiary documentation.

Job description

The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.

Under the direct supervision of a Compliance Investigator Supervisor, the Deputy Executive Director of Enforcement or the Executive Director, this position independently investigates alleged violations of Louisiana’s Contractors’ Licensing Law and monitors construction activity statewide to ensure contractors comply with all relevant statutes, rules, and regulations. It blends investigative research, field compliance monitoring, background checks, public education, and formal reporting. The role supports enforcement actions, prepares court-ready documentation, and may testify in administrative or judicial proceedings.

• Five years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
• Six years of full-time work experience in any field plus two years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
• A bachelor's degree plus two years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
• An advanced degree plus one year of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

• Investigate alleged violations of the Contractors’ Licensing Law and other relevant regulations.
• Review complaints and pursue leads from internal and external sources.
• Prepare comprehensive, court-ready reports supported with evidentiary documentation.
