Job summary

WB Residential Communities, Inc. seeks an Affordable Housing Compliance Generalist with LIHTC and Section 8 experience to manage lease-up, re-rentals and recertifications across multiple properties.

The role requires auditing files, knowledge of HUD and affordable housing rules, strong analytical skills, and the ability to travel within Westchester County and nearby areas to support site work.

Qualifications

• Minimum 3 years auditing Project Based Section 8/LIHTC/HOME certification files.
• Experience with lease-up, re-rentals and recertifications across properties.
• Knowledge of HUD and LIHTC/HOME, and related regulations.
• Proficiency with property management software (Yardi, RealPage, etc.).
• Detail-oriented with strong analytical and problem-solving abilities.
• Independent, proactive team player willing to travel across sites.

Responsibilities

• Conduct outreach screening and predetermine eligibility for housing programs.
• Update waiting lists with accurate notes and statuses.
• Verify income/assets and apply income limits during lease-up or re-rentals.
• Verify rent charges and income limits for applicant households.
• Perform background checks and prepare initial Tenant Certifications.
• Complete Housing Choice Vouchers and Section 8 vouchers; submit to PHAs timely.
• Track work progress meticulously and coordinate move-ins and lease signings.
• Maintain detailed certifications and file audits; assist at sites as needed.
• Travel to different sites within Westchester County and adjacent areas.
• Provide recommendations to Property Management on tenant qualifications.

Job description

WB Residential is seeking an Affordable Housing Compliance Generalist with LIHTC & Section 8 experience to complete lease-up, re-rentals & recertifications. We are looking for a candidate who is knowledgeable in HUD and Low-Income Housing Tax Credit program requirements, who has experience with auditing files, knows & understands federal and state affordable housing rules and requirements, who is analytical, a critical thinker, resourceful, a problem-solver, and a team-player who can work efficiently & independently when given direction.

Duties:

• Conduct applicant outreach screening following lotteries to predetermine eligibility with housing program requirements.
• Update waiting list and ensure accurate notes.
• Understands how to verify and calculate various forms of incomes and assets.
• Knowledgeable of various income levels & how to apply applicant households to appropriate income levels during lease-up and/or re-rentals.
• Understands income limit requirements & rent charges with applicant households.
• Conducts applicant background checks & hold applicant interviews to prepare initial Tenant Certifications.
• Understands how to complete Housing Choice Vouchers, HUD Project-Based Section 8 vouchers thoroughly & accurately; submit vouchers to PHAs timely.
• Thoroughly tracks all work & maintains updated work status in a detailed and meticulous manner.
• Works with PHAs, applicants & Operations team to determine & coordinate move-in date, unit to lease & lease signing appointments.
• Completes work in a meticulous & timely manner.
• Makes recommendations to Property Management about qualification of prospective tenants
• Ensure lease-up benchmarks are met (units rented timely, timely executing new leases and initial certifications, submission of initial certification files to third-party auditor and/or investors, draft and issue rejection/ineligibility/waiting list letters, etc.)
• Assist with file audits when requested.
• Ability to travel to different sites as needed.
• Additional duties as assigned.

Affordable Housing Qualifications:

• Strong knowledge of HUD Project Based Section 8 and Low-Income Housing Tax Credit programs with some knowledge of USDA RD program, HOME, or Public Housing.
• Holds two (2) Industry Certifications for HUD or LITHC Compliance (COS, BOS, HCCP, etc.)
• Minimum of three (3) years’ experience with auditing Project Based Section 8/LIHTC/HOME certification files & Project-based for Enhanced Vouchers
• Computer literate with experience using property management software(s) (i.e.: Yardi, OneSite etc.)
• Detailed-oriented, great analytical skills, quick learner, fast & meticulous worker.
• Independent & critical thinker, motivated, highly resourceful team player.
• Our ideal candidate would have experience in the affordable housing industry and who is passionate and willing to work with/at sites throughout the portfolio.
• Candidate must have the ability to travel primarily within Westchester County NY (on occasion, may also extend to Putnam County, NY, Suffolk County, NY and New Haven County, CT) to complete lease-up/re-rentals, recertifications, help prepare for on-site file audits, and assist at sites when needed.
• Excellent interpersonal communication and proven ability to prioritize tasks and project goals.

Education requirement:

• Minimum of 3 years of experience in Affordable Housing (LIHTC/Section 8)
• LIHTC certification
• COS/AHM certification
• Proficiency in Microsoft programs (i.e.: Excel, Word)
• Hands-on experience with housing software programs such as Yardi and Realpage

Salary: $80,000 – 90,000 (commensurate with experience)
